STATEMENT OF REQUIREMENTS

Two High-Power Tunable IR Quantum Cascade Lasers

BACKGROUND

The Material Measurement Laboratory’s Biomaterials Group has a CHIPS project of fast IR metrology of cure kinetics for advanced packaging. This new technique requires two high-power tunable IR lasers based on quantum cascade laser (QCL) technology. This new technique directly supports NIST’s mission to advance measurement science for advanced packaging in CHIPS R&D and provide unprecedented information about the fast curing kinetics of the packaging materials, accelerate the competitiveness of US semiconductor industries, and assist academic, industrial, and regulatory stakeholders.

SPECIFICATIONS

The contractor shall provide two separate systems of high-power tunable mid-IR quantum cascade lasers (QCLs):

(1) A broad scanning range QCL that meets the following specifications:

· Wavelength control

· The tuning range must be from 5.7 m to 12.7 m or wider.

· Tuning speed in the sweep mode must be equal to or higher than 10,000 cm-1 per second over the entire tuning range.

· The tuning speed in the sweep mode must be controllable via USB computer interface.

· Spectral linewidth (full-width-half-maximum) must be equal to or narrower than 1 cm-1.

· Pulse control

· The repetition rate must be adjustable between 100 kHz and 3 MHz.

· Pulse width must be adjustable between 50 ns and 300 ns with increments equal to or shorter than 20 ns.

· The duty cycle must be controllable, and the maximum duty cycle must be equal to or higher than 8%.

· Output power

· The average power (=peak power x duty cycle; e.g., a pulse train of 100 mW peak power and 5% duty cycle corresponds to the average power of 5 mW.) must be higher than 5 mW at any specific wavelength within the tuning range of 5.7 m to 12.7 m.

· Other parameters

· The pulse-to-pulse stability of the mid-IR beam must be equal to or lower than 5% (peak-peak).

· The exit mid-IR beam divergence must be equal to or smaller than 4 mrad (full angle, 1/e2 intensity).

· The mid-IR beam must be linearly polarized with the extinction of 100:1 or higher.

· Pointing stability of the mid-IR beam must be equal to or smaller than 0.1 mrad during wavelength tuning over the whole tuning range.

· Beam quality of the mid-IR beam must be TEM00.

· An additional aiming visible beam that provides visible, collimated beam colinear with IR beams. The visible and IR beams must be switchable between them via USB computer interface and LabView driver.

· Computer control

· The LabView driver or software development kit (SDK) must be provided for full control of the wavelength tuning, the operating current, the duty cycle, and internal triggering of pulse operation.

· Computer interface and cables must be provided.

(2) A narrow scanning range QCL that meets the following specifications:

· Wavelength control

· The tuning range must be from 9.9 m to 12.7 m or wider.

· Tuning speed in the sweep mode must be equal to or higher than 10,000 cm-1 per second over the entire tuning range.

· The tuning speed in the sweep mode must be controllable via USB computer interface.

· Spectral linewidth (full-width-half-maximum) must be equal to or narrower than 1 cm-1.

· Pulse control

· The repetition rate must be adjustable between 100 kHz and 3 MHz.

· Pulse width must be adjustable between 50 ns and 300 ns with increments equal to or shorter than 20 ns.

· The duty cycle must be controllable, and the maximum duty cycle must be equal to or higher than 8%.

· Output power

DELIVERY

Delivery shall be FOB Destination and shall occur within 100 calendar days of award. FOB Destination means: The contractor will pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point. Delivery shall be made to the NIST campus at 100 Bureau Drive, Gaithersburg, MD, 20899, USA during normal business hours defined as Monday through Friday, 8:30 am to 5:00 pm, except for federal holidays.

INSTALLATION

No installation is needed. No training needed.

WARRANTY

The Contractor shall provide, at minimum, a two (2) year warranty to include all parts, labor, and travel for the two laser systems and associated software system, to keep the system operating to manufacturer's specifications, and software updates. The warranty period shall commence upon NIST's acceptance of the instrument.

ACCEPTANCE

Acceptance shall occur once the laser system is tested by the NIST TPOC and demonstrates all requirements have been met. Testing shall occur within 10 calendar days of delivery.

INSPECTION & ACCEPTANCE

In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance. Such tests and evaluations, if performed, shall be conducted within the environment that the system is to be operated. The Contractor has the right to be present during the tests and evaluations, if performed, at the Contractor’s expense.

Performance Tests:

Performance tests will coincide with installation “demonstration of all specifications”.

NIST may choose at its discretion to forego this part of acceptance testing.

A visual inspection of the equipment will be performed by the NIST TPOC to identify surface defects or any form of indication that any equipment was damaged during transport to NIST. The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance shall reject the equipment due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the equipment.

Ownership of the equipment shall transfer to NIST upon acceptance by the Government.

The Government will test, inspect, and accept or reject the equipment within 10 calendar days of the receipt of the equipment. The Government reserves the right to conduct quality assurance testing to confirm that a given instrument(s) meets the manufacturer’s and/or the Government’s performance specifications. It is anticipated that the equipment will meet all manufacturer’s specifications and/or the Government’s performance specifications identified in the most recent operations and maintenance manual for each piece of equipment and/or in this document.

PAYMENT

Advance payment is not authorized. The Contractor must invoice in arrears according to the payment schedule. The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:

1. 100% after installation and acceptance by the TPOC of fully installed system, AND

1. After the successful completion of the testing requirements set forth in this document under section set forth in this document, AND

1. After successful demonstration by the instrumentation that it performs IAW the technical requirements set forth in this document AND

1. After receiving an invoice submitted properly, IAW the purchase order terms and conditions.
