About this file

This document is a Statement of Requirement for the procurement of one microflow syringe driven workstation by the National Institute of Standards and Technology (NIST). The workstation must meet specific technical requirements, including the ability to interface with NIST's existing equipment, provide stable flow rates, and operate in a range of environmental conditions. The contractor shall install the workstation at NIST's Gaithersburg, MD facility, provide training for up to 4 NIST personnel, and deliver the workstation, installation, operations manual, and training within 45 days of award.

The related federal contract opportunity is a combined synopsis/solicitation for the procurement of a Microflow Syringe Pump. This is a 100% small business set-aside with a NAICS code of 334516 - Analytical Laboratory Instrument Manufacturing. Quotations are due by 8/16/2024, and the Government intends to award a purchase order to the responsible quoter with the lowest price, technically acceptable quotation. Quoters must provide documentation demonstrating their product meets the minimum specifications and include a firm-fixed price quotation.

Statement of Requirement

Title: Procurement of One Microflow Syringe Driven Workstation

Background

The National Institute of Standards and Technology’s (NIST’s) Chemical Sciences Division (CSD) provides the measurement science, standards, technology, and data required to support the nation’s needs in the determination of chemical composition and chemical structure of gases, organic and inorganic species, nanomaterials, and in the measurement of a wide variety of chemical properties and processes. The Inorganic Chemical Metrology Group within this division must have the capability to produce precise measurements with excellent reproducibility for small quantities. The addition of this type of microflow workstation will allow for precise sample flow rates while reducing the related uncertainties to those measurements for the characterization and quantification of metal nanoparticles and microplastics by single particle inductively coupled plasma-mass spectrometry (spICP-MS).

Specifications

The contractor shall provide one (1) microflow syringe driven workstation that meets the following minimum technical requirements. The Contractor shall install the instrument and provide training as described below.

Microflow Syringe Driven Workstation Requirements:

- Must have the ability to interface with a NIST owned ESI SC-2DX autosampler installed on the NexION 350 D ICP- MS instrument and with ESI SC4-DX autosamplers.

- Must include stable flow rates (with a repeatability of 2 % of relative standard uncertainty) from 5 µL min-1 to 1000 µL min-1.

- Must have high-precision syringes of two different volumes.

- Must provide stable flow rates from 5 L min-1 to 1000 L min-1.

- Must be repeatable to + 2 % of relative standard deviation for the entire sample flow rate range.

- Must stabilize quickly, achieving the stated relative standard deviation, within 10 min.

- Must operate at ambient temperatures from 15 ºC to 35 ºC.

- Must operate at ambient humidity from 20 % to 80 %.

- Must be compatible with organic solvents.

- The system must include an operations and maintenance manual covering proper operation, routine maintenance, and troubleshooting for the instrument and controlling software.

Installation:

The Contractor shall install the microflow syringe driven workstation in Building 227, Room B339 at NIST Gaithersburg, MD.

Installation shall include, at a minimum, uncrating/unpacking of all equipment, set-up and hook-up of all equipment, start-up, demonstration of specifications, and removal of all trash. Instrument will operate to manufacturer’s specifications upon installation. Installation will take place during normal business hours, between 8:30 am and 5:00 pm Eastern Time, Monday through Friday except Federal Holidays, and will be coordinated with the NIST Contracting Officer’s Representative.

Installation is to occur within 45 days of award.

Warranty:

The Contractor shall provide, at a minimum, a one-year warranty for the equipment. The warranty shall cover all parts, labor, and travel. The warranty shall commence upon Government acceptance.

Training:

Include training at NIST for up to 4 NIST personnel covering normal operation, troubleshooting, and routine maintenance.

Training will be provided during normal business hours, between 8:30am and 5:00pm Eastern Time, Monday through Friday, except Federal Holidays, and will be coordinated with the NIST Contracting Officer’s Representative to ensure maximum availability of NIST personnel. The training may be completed on-site at NIST immediately after installation and demonstration of specifications.

Deliverables

Delivery shall be F.O.B Destination and shall occur in accordance with the delivery due dates provided in the above table.

Delivery shall be during normal business hours, between 7:30am and 3:00pm Eastern Time, Monday through Friday, except Federal Holidays.
