About this file
This document is a Statement of Requirements for a federal contract opportunity to provide a cryocooler system for a manometric system at the National Institute of Standards and Technology (NIST).
The key requirements are for a cryocooler that can attain a temperature of 77 K, maintain temperature stability of 0.1 K, interface with a vacuum chamber, and have a lift of 16 W at 77 K. The contractor must also provide a controller, resistance temperature detector, and other operation accessories. Delivery is required within 120 days of contract award. NIST will inspect the equipment upon delivery and perform testing to verify it meets the specifications. The contractor shall warrant the entire system for a minimum of 2 years after acceptance.
The associated federal contract opportunity has a solicitation number of 1333ND24QNB640470. It is a Request for Quotations (RFQ) under simplified acquisition procedures, with the contract being awarded to the responsible vendor submitting the lowest priced, technically acceptable quotation. The NAICS code is 334516 - Analytical Laboratory Instrument Manufacturing.

STATEMENT OF REQUIREMENTS
Title: Cryocooler for a manometric system
I. BACKGROUND INFORMATION
The Chemical Sciences Division is involved in the construction of a manometric system for value-assignment of the amount fraction of carbon dioxide (CO2) in air samples and dissolved inorganic carbon in seawater. This work is a key part of developing measurement services to support ocean carbon metrology and enhancing NIST’s existing capabilities for greenhouse gas metrology. The manometric system to be constructed will be modeled after the system developed at the International Bureau of Weights and Measures (BIPM)1. A key component of the manometric system is a cryocooler used to concentrate CO2 on a cold finger after it has been extracted and cryogenically trapped from the gas sample.
MINIMUM REQUIREMENTS
The Contractor shall provide a cryocooler system that meets all technical specifications identified below. All items must be new.
Line Item 0001: Cryocooler Description: The cryocooler is a refrigerator system used to cool a cold finger to cryogenic temperatures.
Quantity: 1
A. Technical Specifications
a. The cryocooler must be able to attain a temperature of 77 K.
b. The cryocooler’s cold tip temperature must be stable to 0.1 K or better.
c. Because the cryocooler will be housed with other components of the manometric system inside a temperature-controlled incubator, the cryocooler must have a water-cooled heat rejection system which can cool the cold finger to the target temperature and transport heat out of the incubator. The water-cooled system must be able to connect with a water bath and accept water with temperatures as low as 10 °C.
d. The cryocooler must be able to interface with a vacuum chamber with a NW50 flange.
e. The cryocooler must have a lift of 16 W at 77 K
f. The cryocooler must be compact, with an overall length less than 20 inches and without a separate compressor.
g. The cryocooler’s mean time to failure must be rated for 200,000 hours (22.8 years) or better.
h. The cryocooler must include an operation manual (either electronic or hard copy is acceptable)
Line Item 0002: Controller Description: The controller is used to power and control the cryocooler.
Quantity: 1
A. Technical Specifications
a. The controller must be able to power and control the cryocooler.
b. The controller must have a RS-232 serial communication to allow remote control on a computer.
c. The controller must allow for reading and controlling the temperature of the cryocooler via remote commands.
Line Item 0003: Resistance Temperature Detector Description: The Resistance Temperature Detector (RTD) is a temperature sensor used to monitor the temperature on the cold tip and allow temperature control.
Quantity: 1
A. Technical Specifications
a. The RTD must be able to measure temperature at 77 K and interface with the cryocooler controller.
Formatted: Left: 0.5", Right: 0.5", Top: 0.5", Bottom:
0.5"
Line Item 0004: Operation accessories Description: The vendor must include the following other accessories needed to run the cryocooler system.
Quantity: 1 (each)
• Power cable for the cryocooler
• RS-232 serial communication cable
• Balance absorber to absorb vibration from the cryocooler
• Permanent NW50 flange
• Permanent water jacket for connection to an external water cooling system
• RTD cable
II. DELIVERABLES
Description Quantity Due Date
Cryocooler 1 Within 120 days after award of this requirement
Controller 1 Within 120 days after award of this requirement
Resistance Temperature
Detector
1 Within 120 days after award of this requirement
Operation accessories 1 Within 120 days after award of this requirement
III. DELIVERY TERMS
Delivery shall be F.O.B Destination and shall occur in accordance with the delivery due dates provided in the above table. Delivery time are Monday through Friday except during Federal holidays between the time of 7:30am and 3:00pm.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
The contractor shall deliver all Line Items to:
National Institute of Standards and Technology Shipping and Receiving 100 Bureau Drive, Building 301 Gaithersburg, MD 20899
IV. INSPECTION & ACCEPTANCE
The NIST Subject Matter Expert will inspect the equipment upon delivery to confirm it operates within specifications and perform testing. The warranty shall not commence until final acceptance has been granted by the Government. Should any deficiencies be noted prior to final acceptance, the Contractor will be notified and provided the opportunity to correct all deficiencies, at their expense, in accordance with the commercial terms and conditions of the contract.
Performance Tests:
1. NIST staff will install the cryocooler system following the manufacturer’s instructions and verify its ability to attain a temperature of 77 K at the cold tip and maintain a temperature stability of 0.1 K. The tests will be performed at ambient laboratory temperatures and at 35°C inside a temperature-controlled incubator.
NIST may choose at its discretion to forego this part of acceptance testing.
A visual inspection of the equipment will be performed by the NIST Subject Matter Expert to identify surface defects or any form of indication that any equipment was damaged during transport to NIST.
V. WARRANTY
The contractor shall warranty the entire system for a period of a minimum of 2 years after acceptance of the equipment Warranty shall commence upon acceptance of the system by the Government and at a minimum shall include parts and labor for repairs.
