About this file
This document is a combined synopsis/solicitation for the procurement of two laboratory ovens issued by the National Institute of Standards and Technology (NIST). The ovens must meet specific requirements including temperature range, uniformity, dimensions, weight capacity, materials, and control systems. The solicitation is a Request for Quotations (RFQ) under FAR Part 13 Simplified Acquisition Procedures, with a NAICS code of 333994 - Industrial Process Furnace and Oven Manufacturing. It is a 100% small business set-aside with a due date of 5/27/2024. Quoters must provide documentation demonstrating their products meet the minimum technical specifications and submit firm-fixed prices. Award will be made to the responsible quoter submitting the lowest priced, technically acceptable quotation. Delivery and installation must be completed within 90 days of award.

Requirement
Background
The NIST Security Technologies Group requires a pair of laboratory ovens for maintaining elevated conditioning temperatures on ballistic witness materials. These witness materials must be maintained at temperatures in the range of 37 C to 50 C (99 F to 122 F). The new ovens will replace an existing oven that is at end-of-life and which has insufficient size for optimal handling of the witness materials.
The interior dimensions of the ovens must be sufficiently large to accommodate witness material blocks that meet the requirements of ASTM E3004, “Standard Specification for Preparation and Verification of Clay Blocks Used in Ballistic-Resistance Testing of Torso Body Armor”, while the exterior dimensions must allow the ovens to be transported through the existing doorways into the laboratory space where they will be used. The shelves in the ovens must be able to support the weight of the materials, and the control system must be able to maintain the temperature with sufficient accuracy and uniformity.
Minimum Specifications
The ovens must meet the following specifications:
Type: Forced (mechanical) convection oven.
Temperature:
Minimum temperature: 10 degrees C (18 deg F) above ambient or less.
(When used in a laboratory maintained at 22 degrees C (72 degrees F), the oven shall be capable of maintaining a temperature as low as 32 degrees C (90 degrees F))
Maximum temperature: 200 degrees C (390 deg F) or greater.
Temperature uniformity: +/- 3 degrees C (5.5 deg F) or less.
Control Tolerance: +/- 1 degrees C (1.8 deg F) or less.
Dimensions:
Minimum Interior Dimensions:
Interior width: 760 mm (30 in) or larger.
Interior depth: 760 mm (30 in) or larger.
Interior height: 1170 mm (46 in) or larger.
Maximum Exterior Dimensions:
The oven must be able to fit through an opening:
1270 mm wide by 2060 mm high (50 in wide by 81 in high).
(It is acceptable that easily removed and replaced components might need to be removed to allow the oven to fit during the installation process.)
Exterior width: 2160 mm (85 in) or less.
Exterior height: 2440 mm (96 in) or less.
Weight Capacity:
Each shelf: 90 kg (200 lb) or greater.
Oven total: 180 kg (400 lb) or greater.
Other Mechanical:
Interior material: Stainless steel.
At least two shelves.
Shelves shall be height adjustable with a minimum of 3 settings.
At least one lead-in (entry) port, 19 mm (0.75 in) or larger.
Control System:
Digital Controller with 0.1 degree resolution.
Controller shall be top mounted.
Temperature setpoint operation or programmable operation.
Over-temperature alarm and auto-shutoff.
Electrical Requirements:
Acceptable power options include:
120 V single-phase 60 Hz, or 208 V single-phase 60 Hz, or 208 V three-phase 60 Hz, or 240 V three-phase 60 Hz
Operations manual shall be included (any format acceptable)
Delivery
Delivery shall be FOB Destination and be completed no later than 90 days from the date of award.
Description Quantity Due Date Lab oven meeting the minimum requirements 2 Within 90 Calendar days after award of requirement
Operation Manual 2 At the time of delivery
Installation
The contractor shall deliver and install the ovens in Building 231, Room A02 on the NIST Gaithersburg MD location. The installation shall include delivery to the location, uncrating, and positioning the ovens in the designated locations. Installation shall occur at the time of delivery. Any necessary rigging or specialized moving requirements shall be handled by the contractor.
Electrical connection of the ovens to the mains power is not the responsibility of the contractor.
Testing and Acceptance
The Government Contracting Officer’s Representative will inspect and verify that all minimum specifications have been met for Government acceptance. If either oven fails acceptance, that oven will be removed and returned at the expense of the supplier. The NIST will not incur any cost associated with the removal and return.
Warranty
• Warranty coverage should include the controller, all heaters and fans, mechanical components, and workmanship and construction.
• Warranty shall be for a minimum of one year after Government acceptance has occurred.
