Required Specifications Spectrum Measurement System for Photon Source Characterization
I. Introduction/Background:
Photons are the carrier of quantum information in quantum communication systems. Therefore, single photon sources and entangled photon sources are critical devices for quantum communications. The National Institute of Standards and Technology (NIST) Information Technology Laboratory (ITL) is developing several single photon and entangled photon sources for quantum communications and networking. The NIST ITL is currently building several single photon and entangled photon sources for quantum communication and network system. These sources have several different wavelengths from visible light to infrared.
II. Purpose:
The purpose of this acquisition is to procure one (1) spectrum measurement system that can measure the spectrum in visible light and infrared wavelengths. The system will be used to characterize these photon sources.
This is a brand name or equal requirement.
III. Requirements:
The Contractor shall provide one (1) stand-alone spectrum measurement system on a brand name or equal basis to the Teledyne Princeton Instruments system specified below:

The required minimum salient characteristics of the required one (1) brand name or equal system are as follows:
Full detection wavelength range shall be: 400nm-1700nm Infrared (IR) detection range shall be: 800-1700 nm.
The Quantum Efficiency in IR range shall be: >85% Spectral rate in IR range shall be: 6600 spectra/s Visible detection range shall be: 400-900 nm.
The Quantum Efficiency in visible range shall be: > 90% @ 450nm and >
95% @ 850nm Spectrum measurement system shall be compatible with both 68 x 68mm and 68mm x 84mm gratings The control software of the spectrum measurement system shall fully be compatible with Python, Labview, Matlab at a minimum System shall have a side entrance shutter, filter wheel, and imaging fiber adapter
All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable.
IV. Delivery:
Delivery shall be made on an FOB Destination basis to the address below by no later than December 31, 2022.
The National Institute of Standards and Technology Shipping and Receiving Department 100 Bureau Drive, Building 301 Gaithersburg, MD 20899-1640
FOB Destination means the contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery.
V. Inspection and Acceptance:
In addition to the inspection and acceptance terms articulated in 52.212-4, the Government reserves the right to perform such performance tests and evaluations as defined below to verify specified system performance.
NIST will inspect the delivered equipment to ensure that all required hardware and software components are provided and fully operational. The vendor is responsible for latent defects discovered any time after final inspection.
However, the extent of its liability shall be prorated over the useful life of the system.
The place of acceptance shall be:
100 Bureau Drive Building 220 Gaithersburg, MD 20899
VI. Warranty
The contractor shall warrant the entire system for a minimum of twelve months in accordance with the original manufacturer’s commercial warranty terms.
VII. Payment Schedule
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% after receipt and acceptance of the fully delivered system.
2. The Government anticipates inspection will occur after testing procedures set forth in this document have been complete
NOTE: Partial shipments and partial invoices will not be accepted, unless otherwise requested and accepted by the Contracting Officer in writing.
