NIST Requirements Document Picoquant Pulsed-Diode Laser System with Sepia II Software
I. Introduction/Background:
The National Institute of Standards and Technology (NIST) Computing and Communications Theory group, in collaboration with both other NIST scientists and outside scientists, develops, analyzes, and applies mathematical methods and tools for critical problems of measurement science at NIST, developing mathematical foundations for the measurement science of information systems. The group is developing new schemes and protocols for quantum networking and plans to perform experiments to test these protocols in a newly developed platform for quantum networking innovation and the DCQNet. Part of this effort involves the development and building of a deployable optical-time-domain-reflectometry (OTDR) setup based on single-photon detection that is capable of probing fiber lengths of 100 km.
NIST currently uses a Picoquant laser with Picoquant Sepia II Software and now requires a second laser for research experiments. The new laser and software must be compatible with the Picoquant existing laser and software to ensure continuity of research data.
II. Purpose:
The purpose of this acquisition is to procure one (1) Picoquant high-pulse energy pulsed-diode laser system with Picoquant Sepia II Software. This is a sole source requirement.
III. Requirements:
The contractor shall provide one (1) Picoquant Pulsed-Diode Laser System with Sepia II Software that meets the minimum requirements identified below.
· The system shall generate pulses at a center wavelength of 1550 ± 3 nm
· The spectral width shall be less than 1 nm
· The picosecond pulse width shall be less than 100 picoseconds (ps)
· The system shall be able to be operated by an external trigger with FWHM jitter less than 10 ps
· The system shall have an internal trigger, selectable pulse rate up to 80 MHz
· The laser output shall be FC/APC fiber coupled
· The laser output shall be at least 400 pJ per pulse
· The fiber coupler shall be removable to have access to a free space output of the laser head
· The system shall include an in-line variable attenuator
· The system shall be able to host 8 laser modules for the purpose of future expansion
· The system shall include all drivers and Sepia II software necessary for operation of all specified system requirements
All items must be new. Used or remanufactured equipment will not be considered for award. Experimental, prototype, or custom items will not be considered. The use of “gray market” components not authorized for sale in the U.S. by the proposer is not acceptable.
IV. Delivery:
The Contractor shall delivery the required system on an F.O.B. Destination basis within two months after Contractor receipt of order.
FOB Destination means: The contractor shall pack and mark the shipment in conformance with carrier requirements, deliver the shipment in good order and condition to the point of delivery specified in the purchase order, be responsible for any loss of and/or damage to the goods occurring before receipt and acceptance of the shipment by the consignee at the delivery point specified in the purchase order; and pay all charges to the specified point of delivery. The contractor shall deliver to:

Within two weeks of receipt, NIST will inspect the laser system and software to verify that all required specifications identified in this solicitation are successfully addressed and that the system is fully operational. This will include evaluation of the system’s pulse energy output, center wavelength, pulse and spectral width to ensure conformance with stated requirements.
The Government shall have sole discretion to require repair or replacement of damaged and/or nonconforming supplies at no cost to the Government. The Government at any time prior to acceptance may reject the system due to defects and/or nonconformance. The vendor is responsible for latent defects discovered any time after final inspection. However, the extent of its liability shall be prorated over the useful life of the high pulse energy picosecond pulsed-diode laser system.

VI. Warranty
The contractor shall warrant the entire system for one year in accordance with the contractor’s commercial warranty terms and the terms of FAR 52.212-4.
VII. Payment Schedule
The Contractor shall be paid, in accordance with Net 30-day payment terms, upon receipt and acceptance of a proper invoice, in accordance with the following schedule:
1. 100% Payment after receipt and acceptance by the NIST of the system, after the testing procedures set forth in this document have been complete
