About this file
This document outlines a solicitation for a bench top, high resolution, accurate mass mass spectrometer. The solicitation seeks a mass spectrometer with a mass resolution greater than 40,000, mass accuracy better than 3 ppm externally calibrated and 1 ppm internally, scan speed over 100 Hz, compatibility with existing liquid chromatography resources, high ion transmission from ion trap to mass analyzer, and capabilities for collision induced dissociation, electron capture dissociation, electron impact excitation of ions, and data independent acquisition. Quotes are due by September 23rd and must include documentation demonstrating technical compliance, a firm fixed price quotation on company letterhead valid for 60 days, and a DUNS number. Award will be made using lowest price technically acceptable procedures to the quote meeting requirements that is lowest in total price. The solicitation is issued by the USDA Agricultural Research Service facility in Ithaca, New York.

Required specifications for high resolution, accurate mass, mass spectrometer
• Bench top, high resolution Mass Spectrometer, (H: 112 cm; W: 67 cm; L: 142 cm).
• Mass resolution > 40,000.
• Mass accuracy better than 3 ppm externally calibrated; better than 1 ppm relative to internal standard.
• Mass resolution and accuracy must be independent of scan speed.
• High flow (5 µL/min-3 mL/min) Ion source that operates in both ESI and APCI modes.
• Low flow (i.e., nano liters/min) ion source that operates in the ESI mode.
• Must be compatible with existing LC resources, (i.e., Waters nano-Acquity UPLC, Shimadzu, Nexera XR HPLC).
• High efficiency transmission of ions (i.e., > 90%) from ion trap/quadrupole to high resolution mass analyzer (TOF).
• Capabilities to carry out Collision Induced Dissociation fragmentation (CID).
• Capabilities to carry out non-ergodic fragmentation (e.g., Electron Capture Dissociation (ECD)) that produces fragment ions that are orthogonal to those produced by CID.
• Possess the ability to vary the activation energy of the electrons used in the ECD device so that it can be optimized for all molecule types and the specific needs of the experiments being performed.
• The ability to perform electron impact excitation of ions from organics (EIEIO).
• The ability to carry out Data Independent Acquisition via “Sequential Windowed Acquisition of All Theoretical Fragments” (SWATH).
• Ultrahigh scan speed (i.e., >100 Hz).
• Assemble, install and commission instrument at the site specified.
• Provide all necessary standards and calibrants to verify that meets instrument performance required metrics.
• Provide training for operators.
