PERFORMANCE WORK STATEMENT (PWS)
FOR
NAVAL CRIMINAL INVESTIGATION SERVICE (NCIS)
INTERVIEW AND INTERROGATION TRAINING SUPPORT
1. BACKGROUND
The Naval Criminal Investigative Service (NCIS) is the federal law enforcement agency charged with conducting investigations of felony-level offenses affecting the Navy and Marine Corps.
NCIS is comprised of approximately 2,000 personnel in over 40 countries around the globe. The organization is comprised of approximately 90% civilian and its cadre of federal special agents, about half its total personnel, is approximately 98% civilian. The NCIS mission is to “prevent terrorism, protect secrets, and reduce crime” for the Department of Navy (DoN). One of the primary responsibilities for NCIS Special Agents is to conduct criminal investigations across different case categories. Conducting ethical, effective, and efficient interviews and interrogations using science-based techniques is one of the critical elements to ensure facts are appropriately obtained to facilitate a thorough investigation.
2. SCOPE
The scope of this effort is to obtain support for conducting science-based interview and interrogation training using the practitioner-researcher instruction model for the NCIS Special
Agent Basic Training Program (SABTP), the Field Training Agents (FTAs), and the Supervisory
Special Agents (SSAs); and to provide post-course interview evaluation services. The Contractor shall provide subject matter expertise for interview and interrogation courses to be presented as five-day lectures covering concepts related to science-based interview and interrogation techniques.
3. OBJECTIVES
The goals of this science-based interview and interrogation training requirement are as follows:
Understand basic interview/interrogation terminology and the difference between the accusatory and informational gathering techniques.
Understand how research supports science-based interviewing/interrogation techniques and where to locate this research.
Realize the importance of developing good first impressions and how to view the rights advisement as an opportunity and not an obstacle.
Establish productive preparation and planning habits to support successful interviews/interrogations and prevent tunnel vision.
Develop productive questioning strategies to enhance information disclosure and reduce the likelihood of tainting an interview/interrogation.
Accomplish interview/interrogation objectives by using a funnel questioning strategy.
Use a variety of active listening skills effectively to elicit more information.
Complete a Cognitive Interview with victims, witnesses, and suspects.
Understand what suspect resistance looks like, its source and the motivations behind it.
Use resistance mitigating tactics productively.
Identify non-validated deception detection techniques.
Use verbal cues for identifying deception along with principles of cognitive load.
Develop a strategic evidence disclosure plan to effectively disclose evidence to maximize information disclosure and identify deception.
Develop a questioning strategy and objective for each piece of evidence.
Understand the causes of false confessions and the at-risk groups most likely to falsely confess.
3. TASK REQUIREMENTS
3.1 The Contractor shall provide instructional services, using practitioner-researcher instruction model, to conduct 40 hours over five (5) eight-hour days of science-based interview and interrogation course to two (2) separate groups of NCIS Special Agents Training Academy students.
3.1.1 The 40-hour course shall use the practitioner-researcher instruction model to provide robust, science-based foundational interview and interrogation techniques to ensure the students receive the latest science-based knowledge on interview and interrogation approaches that are ethical and effective. The Contractor shall ensure students apply learned techniques during practical exercises in each training module; and have students apply all learned techniques in a full-day interview/interrogation practical exercise at the end of the course.
3.1.2 The course shall also provide an overview history of interview and interrogation techniques used over the years within the law enforcement context, discuss rationale for transitioning from accusatory style to science-based approach of interview and interrogation, and discuss science-based techniques that have been examined in research studies and how they are applied in the field. Additionally, it shall cover topics including impression management and rights advisement, preparation and planning, framing questions, funnel questioning, active listening skills, rapport and motivational interviewing, foundation of memory, cognitive interview, resistance management, deception detection, strategic use of evidence, and false confessions. The
Contractor shall provide all students detailed, critical feedback regarding their interview and interrogation performance throughout the course.
3.2 The Contractor shall provide post-course consultation through the conduct of 48 post-course active case interview/interrogation evaluations within three (3) months of completing the course, if possible but no more than 12 months post-course completion.
3.2.1 The Contractor shall ensure all students are equipped with up-to-date science-based information on and application of the interview and interrogation techniques. Upon completion of the course, the students should be capable of incorporating the science-based knowledge on interview and interrogation along with the associated techniques to perform ethical, effective, and efficient interviews and interrogations during criminal investigations in their respective field offices.
3.2.2 Following course completion, the Contractor shall conduct 48 post-course active case interview and interrogation evaluations by reviewing pre-recorded individual agent interviews/ interrogations as needed at the NCIS HQ.
