Request for Information: Note that this is NOT a request for quotes or proposals; the 55th Contracting Squadron, Offutt Air Force Base, NE, is seeking information for market research purposes only for the following services listed below:

If your organization has the potential/interest to provide the item/s listed below, please provide the information requested.

--Flood Defense Barriers for Offutt AFB, NE. See page 2 for additional details.

The designated NAICS Code is 339999 and a Size Standard of 500 EMP. Please note NAICS and Size Standard are subject to change.

Documentation of technical expertise and capability must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition (see Statement of Need below).

IF A SOLICITATION IS ISSUED IT WILL BE ANNOUNCED AT A LATER DATE, and all interested parties must respond to that solicitation announcement separately from the responses to this announcement. No reimbursement will be made for any costs associated with providing information in response to this announcement.

Request for Information

1. What is the storage footprint of your product? Assume that containers, if applicable, are included in the proposed purchase. Containers must be movable by no more than a typical 10,000 lb forklift.

2. What is the storage lifespan of your product?

3. What is the deployed lifespan of your product, in three different scenarios:

a. 100% exposed to sunlight

b. 50% exposed, 50% immersed in brackish water

c. 100% immersed in brackish water

4. What is the chemical resistance of your product to diesel and gasoline?

5. Has your product been studied by USACE, or any other lab-type setting, including wave and debris impacts? (this is not a disqualifying item if no study exists)

6. Do commercial case studies exist for your product, including successful municipal or commercial deployments?

7. What is the expected deployment timeframe for your product? Specify the equipment and manpower used to obtain your figures, assuming all supplies are on-site.

8. What is the anticipated seepage rate for your product, if known?

9. Can your product can be deployed on concrete, asphalt, grass, and bare soil?

10. Can your product defend against parallel and transverse flows?

11. Please submit product photos, drawings, and/or schematics for evaluation.

STATEMENT OF NEED

55th CES/Flood Defense Barrier

1. This requirement is for flood defense barriers for critical infrastructure on Offutt AFB. Contractor shall provide materials at least equal to specifications of the items/models listed below.

1. The provided items shall meet or exceed the specifications for the following:

Flood Defense Barrier:

-5,150 total linear feet of barrier, designed to protect to a height of at least 60 inches.

-Maximum system width is 20’ -“Protection” includes resistance to floating debris strikes without localized failures -System must be resistant to standing and flowing water from 1-60” in height -System must not require pinning, staking, or other attachment to soil, asphalt, or concrete surfaces when deployed.

-System must not require active measures to fill it with any material, such as soil or domestic water. Self-filling is acceptable.

-System must be recoverable to a re-usable state if deployed and not exposed to flood waters.

-Must be cleanable and recoverable if exposed to flood water, with the reasonable expectation that any contaminants borne in the flood water, debris strikes, or exposure to elements greater than 14 days may degrade portions of the system beyond reusability.

-Must be deployable without specialty equipment, except that needed to move the storage container, and without requiring specialists or company consultants.

-Minimum 10 year “shelf life” in storage -System storage must be included, preferably in industry standard shipping containers or similar. Storage must be weatherproof, less than 10,000 lbs total, and with forklift pockets.

Manhole Dams:

-Must be self-supporting and installable over any manhole less than 34” diameter -Must contain overflow at least 24” in height above ground level -Must have an access port no less than 2” in diameter for a sump pump hose -Must not require pinning, staking, or other attachment to soil, asphalt, or concrete surfaces when deployed.

-Must be recoverable to a re-usable state if deployed and not exposed to flood waters.

-Must be cleanable and recoverable if exposed to flood water, with the reasonable expectation that any contaminants borne in the flood water, debris strikes, or exposure to elements greater than 14 days may degrade portions of the system beyond reusability.

-Minimum 5 year “shelf life” in storage

1. Contractor shall provide products that meet or exceed specifications of items above.
