About this file
This solicitation requests proposals for the development and demonstration of a high reduction-ratio transmission with 60:1 reduction ratio and associated corrosion-resistant and seal materials. Offerors are sought to design, build, and test a transmission that achieves the necessary high reduction ratio in two stages or less. The transmission must incorporate advanced materials demonstrated to improve reliability against corrosion and seal leakage. The starting and ending technology readiness levels are 4 and 6, respectively.
The solicitation will result in a single award of up to $12.774 million over five years. Proposals are due by the fourth quarter of fiscal year 2020, with potential award also in the fourth quarter. Deliverables include bi-monthly progress and cost reports, test plans and reports, design review materials, and a final report. The transmission must achieve at least 200 horsepower with 0.12-0.15 pounds per horsepower, 60:1 minimum reduction ratio, 0.97 efficiency, and 4,500 hour design life.

Within 15 days after receipt, the Government will provide comments, and Recipient shall submit a corrected plan within 15 calendar days. An updated Program Management Plan shall be provided within 30 days after any changes to the Agreement SOW.
2. Program Review Briefing Charts
At least 4 calendar days before each program review (including kick-off meeting, IPT meetings, program review meetings, and final briefing), the Recipient shall make Program Review Briefing Charts available for Government review. If corrections are made to review charts, the updated charts shall be provided to the Government 7 days after a Program Review.
3. Bi-monthly Technical Progress and Cost Reports On or before 75 calendar days after the effective date of the Agreement and every two months thereafter throughout the term of the Agreement (and any extensions of the term), the Recipient shall submit bi-monthly reports for Technical Progress with Government Purpose rights and separate cost reports in which government rights are not applicable.

The Technical Progress Report shall detail all problems, technical issues, and major developments during the reporting period. Each report shall include: (1) An overview of the overall program status; (2) An explanation along with discussion of the adjustment action proposed for any deviations of more than 10% from the Program Management Plan in schedule, resources, or technical approach; (3) An updated risk matrix with explanation to any changes in risk likelihood, consequence, or mitigation strategy; (4) Technical status for each WBS Level 3 task; (5) Plans for the next reporting period for each WBS Level 3 task; and (6) An updated program schedule that denotes progress towards completion of each WBS Level 3 task.
