Performance Work Statement #11-2-002 for
Redbird Flight Simulator
Support Service
PREPARED BY HQ AFFSA/A3O
TINKER AFB OK

1. DESCRIPTION OF SERVICES/GENERAL INFORMATION.
1.1. Scope. The Contractor shall provide all products and services, labor, materials, transporta-tion, and incidentals necessary to enable operation of the Redbird Flight Simulations aircrew training device (ATD) for a maximum of 90 hours per month (1080 hours per year) based on Hobbs meter readings and to implement specified software upgrades/modifications IAW this Performance Work Statement (PWS). The minimum number of hours used per month will not drop below 30 hours between the three training devices. These products and services are to ad-dress, at a minimum, all software expansions/upgrades, hardware components, technical support, ATD manufacturer unique software related to the operation of the Redbird Flight Simulation ATD. The Contractor shall be responsible for ensuring all solutions and services provided under this contract comply with all requirements listed in the reference documents and in accordance with this Performance Work Statement.
1.2. Operations and Support. This objective for support of the Redbird Flight Simulations ATD includes engineering and software support services necessary to operate three ATDs for a com-bined total 90 hours per month as read on the associated Hobbs meters and to implement other software modifications specified by the contractor to ensure compatibility/viability of scenarios.
1.2.1. Sustainment and Technical Direction. The Contractor shall provide sustainment and sup-port, including technical engineering, for this requirement. The Contractor shall inform the Gov-ernment of any issues affecting this effort. The Contractor shall submit a status of ATD usage and billing of ongoing services and support in monthly invoices.
1.2.2. Engineering Effort. The Contractor shall participate in government meetings, telecoms and discussions as requested.
1.2.3. Software Releases. The Contractor shall implement software modifications/expansions necessary for continued operation through the Contracting Officer (CO) or the Administrative Contracting Office (ACO) via portable media or online access. Incidents agreed by both the Government and Contractor to be defects related to these recent software modifications/expan-sion are in-scope no-cost corrections if they are reported during a contractual effective period.
1.2.4. Performance Period. Reliability, maintainability and quality assurance requirements, shall be provided in order to maintain the ATD system. The system performance period shall be valid for the term of the contract. All products and services provided shall be in accordance with the PWS, contract specifications and FARS 52.246-19.
1.2.5. Software Licensing. The Government shall adhere to and retain all original software li-censes, upgrade agreements, and license keys related to this effort. The Government should maintain a back-up or copy of their proprietary data prior to use of this service.
1.2.7. Other Direct Sustainment Effort. The Contractor shall provide printing, shipping, and other non-labor items required to support this effort.
1.3. Operations and Maintenance (O&M) Authorizations. The Contractor shall describe and esti-mate appropriate labor hours and total labor costs (or other costs as may be appropriate) for the performance of effort as it relates to this requirement upon Government request. The form of the written authorizations shall be as agreed to by the parties, initiated by the Government, approved by the contractor, and authorized by the Government contracting officer prior to start of perfor-mance. Types of effort related to this requirement include, but are not limited to: on-site service and support; software and database updates, required parts replacement, telephonic support, re-mote diagnosis and support, and email/web based support.
1.4. Environmental Protection & Safety. The Contractor shall be knowledgeable of and comply with all applicable federal, state and local laws, regulations and requirements regarding environ-mental protection and occupational safety and health. In the event the laws or regulations change during the terms of this contract, the Contractor is required to comply as such laws come into ef-fect.
1.5. Continuation of Essential DoD Contractor Services During Crisis. This requirement has been determined not to be essential and does not require continued support during a crisis as de-fined in DoDI 3020.37, E2.1.1 and E2.1.3.
1.6. Affirmative Procurement has been determined not to be applicable to this PWS.
1.7. Failure on the contractor’s part to meet the criteria specified in the Service Summary may result in, but are not limited to a negative Contractor Performance Assessment Rating (CPAR) to include possible termination of the contract for default.
1.8. Contractor employees will need to identify themselves as contractor personnel by introduc-ing themselves or being introduced as contractor personnel and displaying distinguishing badges or other visible identification for meetings with Government personnel. In addition, contracts shall require contractor personnel to appropriately identify themselves as contractor employees in telephone conversations and in formal and informal written correspondence.

3. GOVERNMENT-FURNISHED PROPERTY AND SERVICES.
3.1. Government Acceptance. Designated QAP(s) will accomplish inspection and acceptance of services performed based on requirements of the PWS.
3.2. Forms and Publications. The Contractor shall obtain any required government forms and publications expressly required to perform the work in this contract from HQ AFFSA/A3OT. In the event that laws, regulations, Air Force Instructions, Air Force Manuals, or FAA Orders change during the term of this contract, the Contractor is required to comply as such changes come into effect and when directed to proceed by HQ AFFSA.
