About this file
This memorandum requests approval for other than full and open competition to acquire an 8 cylinder 24,000 hour overhaul kit from a sole source provider for the USNS MEDGAR EVERS. The vessel requires the overhaul kit to support maintenance of its main diesel propulsion engines between 1 April and 1 June 2021. As the original equipment manufacturer, Fairbanks Morse Engine is the only authorized supplier of approved repair parts for the T-AKE class main engines due to proprietary technical data and documentation requirements. Use of a non-OEM supplier could compromise engine reliability, crew safety, and warranty coverage. The justification cites the engines as critical ship equipment according to the vessel's safety management system procedures.
Solicitation Number N3220521Q2256 will procure the overhaul kit on a sole source basis from Fairbanks Morse Engine. The Department of the Navy Military Sealift Command requires the kit to support overhauls aboard the USNS MEDGAR EVERS between the stated performance period.

2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition because only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.
