About this file
This document is a memorandum from the Department of the Navy Military Sealift Command (MSC) explaining the use of other than full and open competition for an acquisition under the simplified acquisition threshold.
The requirement is for UNREP STATION CHAINS FOR ROH/DD vessels with a required delivery date of 09/30/2024. The sole source justification is based on brand name limited source criteria, as the double stranded chain for the sliding pad eye is strictly controlled by the NAVSEA UNREP Department (NSWC S61) and the chain drawing is owned and distributed only by them. NAVSEA requires strict compliance in the construction, lubrication, and packaging of the chain due to its criticality for the safe operation of the sliding pad eyes on the T-AKE class vessels. MSC does not have the manufacturing and technical information required to evaluate and determine if non-NAVSEA approved vendors can provide an equivalent chain. The anticipated dollar value of the procurement is $113,267.50.
The related federal contract opportunity is for the USNS Matthew Perry Unrep Sliding Block Chain, solicitation number N3220524Q0296, issued by the Department of the Navy Military Sealift Command.

Ref: (a) PR Number(s): REQ# N2319941224020 / ERP# 1301159689
I. BACKGROUND:
1. In considering the references, FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contacting Officers may solicit from one source if the Contracting Officer determines that, under the circumstances of the contract action, only one source is reasonably available (e.g., urgency, exclusive licensing, brand-name, or industrial mobilization).
2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition because only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.

NAVSEA DRAWING SPECIFICATIONS ARE CRITICAL TO THE SAFE OPERATION OF
THE SLIDING PAD EYES ON THE T-AKE VESSELS.
