About this file

This sole source justification memorandum requests approval to procure processor cards and a junction signal conditioning box from Coastal Design LLC on a non-competitive basis. The equipment is required to install in a Total Ship Monitoring System portable test system for maintenance and troubleshooting of onboard systems used for real-time data collection during acoustic trials on Virginia Class submarines. Coastal Design LLC is identified as the proprietary source since the items feature proprietary telemetry protocols and substitutions are not approved due to the critical role of the equipment in onboard data collection and analysis. Failure to procure from Coastal Design LLC would prevent maintenance and troubleshooting of the monitoring systems.

NSWCCD Sole Source/Brand Name Justification SAT rev 1 Effective September 2021

USE OF OTHER THAN FULL AND OPEN COMPETITION LESS THAN

SIMPLIFIED ACQUISITION THRESHOLD MEMO

FROM:

CODE: 765

SUBJECT: SOLE SOURCE JUSTIFICATION FOR SSTP PROCESSOR CARD, REV E AND JUNCTION

SIGNAL CONDITIONING BOX (JSCB) PROCESSOR CCA PURCHASE

I. BACKGROUND

1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.

2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.

3. This memorandum is derived from Enclosure 3, Department of Navy Simplified Acquisition Procedures Guide (April 2018) and is only applicable to acquisitions under the SAT.

II. DESCRIPTION OF ITEM OR SERVICE

1. SSTP Processor Card, Class III, Rev E processes information represented by combinations of discrete or discontinuous data. It is a computer for performing sequences of arithmetic and logical operations, not only on external data but also on its own internally stored instructions, in contrast to a continuous data, analog computer. It is designed for specific combination operations, such as asynchronous, automatic, fixed programs. Is to be installed in a Total Ship Monitoring System (TSMS) Portable Test System which is required to be compatible with the VA shipboard Single Thread Processors (STPs) and/or Accelerometer Nodes (ANs) in the TSMS Systems in use by the VA submarine fleet. The TSMS Portable Test System shall be capable of troubleshooting STPs and/or ANs in shipboard loop configuration as well as off hull.

2. EB-5594-3 JSCB Processor CCA (Includes Analog 1CH) Processes and transmits sensor data. It receives analog sensor data and digitizes it for transfer to Ownship Monitoring System (OMS) processing cabinets.

The JSCB has a fiber optic interface with the OMS processing cabinets over which it receives commands and timing and transmits sensor and health information. The JSCB shall operate normally when supplied with a power input between 24 and 28 VDC. The JSCB outputs analog sensor data to a normally capped receptacle that provides test points for local data collection. The JSCB shall transmit hardware health information including temperature and voltages to the OMS. This is to be installed in a Total Ship Monitoring System (TSMS) Portable Test System which is required to be compatible with the VA shipboard Single Thread Processors (STPs) and/or Accelerometer Nodes (ANs) in the TSMS Systems in use by the VA submarine fleet. The TSMS Portable Test System shall be capable of troubleshooting STPs and/or ANs in shipboard loop configuration as well as off hull.

III. BASIS FOR DETERMINATION FOR USE OF OTHER THAN FULL & OPEN COMPETITION

A. BRAND NAME:

Item required must be a brand name product, or feature of a product, particular to one manufacturer.

1. Restrictive Rights: The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.

2. Exclusive Licensing Agreements: The item or service is only available from the Original Equipment Manufacturer (OEM).

3. Other Reasons:

B. SOLE SOURCE (select all that apply)

1. Restrictive Rights: The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.

2. Exclusive Licensing Agreements: The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.

COASTAL DESIGN LLC distributor holds proprietary knowledge of the configurations and is the only distributor.

3. Other Reasons: The requested equipment from sole source vendor COASTAL DESIGN LLC is a critical pathway component associated with onboard data collection and analysis for Total Ship Monitoring System (TSMS) onboard VIRGINA Class submarines equipped with Acoustic Rapid Commercial Off the Shelf Insertion (ARCI). This is to be installed in a Total Ship Monitoring System (TSMS) Portable Test System used for maintenance and troubleshooting of onboard TSMS. These are Proprietary Telemetry Protocol units and substitutions are not approved. Failure to procure the requested equipment will prevent maintenance and troubleshooting of the TSMS used in real-time data collection during acoustic trials, which will result in a loss of data due to limited ship availably.
