About this file

This sole source justification memo and associated solicitation outlines the Naval Surface Warfare Center Carderock Division's (NSWCCD) requirement for external coating removal services on the Dolly Varden scale model. The work must be performed using ultra high-pressure waterjet (UHPWJ) by trained technicians, including proper disposal of removed coatings and model handling.

Washington Marine Cleaning, LLC of Everett, WA has been identified as the sole source provider due to their specialized experience with the Dolly Varden and other scale models. The justification notes that training another company would increase costs by approximately 50% and risk damage to the model. Interested parties may submit capability statements by January 29, 2025 at 11:59 AM, though this is not a request for competitive proposals. The Navy intends to award a firm-fixed-price purchase order under Simplified Acquisition Procedures, with NAICS code 336611 and a business size standard of 1,300 employees. The work will be performed at the Acoustic Research Detachment (ARD) facility in Bayview, Idaho.

USE OF OTHER THAN FULL AND OPEN COMPETITION LESS THAN SIMPLIFIED ACQUISITION THRESHOLD MEMO

FROM:

CODE:

TO:

SUBJECT: Sole Source Justification for Use of Other than Full & Open Competition for an Acquisition under the Simplified Acquisition Threshold (SAT)

I. BACKGROUND

1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.

2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.

3. This memorandum is derived from Enclosure 3, Department of Navy Simplified Acquisition Procedures Guide (April 2018) and is only applicable to acquisitions under the SAT.

II. DESCRIPTION OF ITEM OR SERVICE

Acoustic Research Detachment (ARD) at Bayview, Idaho has a requirement to have the external coatings on the Dolly Varden scale model removed by trained technicians using ultra high-pressure waterjet (UHPWJ|) at an appropriate facility. This process will include capturing and properly disposing of the coatings that are removed. This tasking will also include any model handling events that are required to remove the item from the shipping trailer or to access the bottom of the model for full coating removal. The estimated value of this procurement is $ .

MANUFACTURER: Washington Marine Cleaning, LLC ADDRESS: 3430 16th Street, Everett, WA 98201 PHONE: (425) 563-3808 POC: Kevin Tschantre

III. BASIS FOR DETERMINATION FOR USE OF OTHER THAN FULL & OPEN COMPETITION

· A. BRAND NAME:

Item required must be a brand name product, or feature of a product, particular to one manufacturer.

· 1. Restrictive Rights: The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.

· 2. Exclusive Licensing Agreements: The item or service is only available from the Original Equipment Manufacturer (OEM).

· 3. Other Reasons:

NSWCCD Sole Source/Brand Name Justification Under SAT Rev 4 Template Effective July 2024

☒ B. SOLE SOURCE (select all that apply)

· 1. Restrictive Rights: The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.

· 2. Exclusive Licensing Agreements: The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.

☒ 3. Other Reasons: Coating removal from scale models is a very specialized task that is very different from standard marine cleaning services. If the removal is not done correctly, incomplete coating removal, damage to the model or personnel injury could occur. Washington Marine Cleaning has previously performed this task on the Dolly Varden and other scale models and have developed the experience necessary to efficiently and safely perform this specialized task.

Training another company to perform this task would significantly increase time, cost and risk to the model and personnel. It would take approximately to perform this training and would cost an additional ~$ , an increase of in costs to current estimated value of the requirement, if not awarded to Washington Marine Cleaning. The most significant factor is that the model may be damaged by a company that is not familiar with the safe removal of coatings on these scale models. This would cause further significant cost increases and delays to the DV VA BLK VII testing program due to being required to take the only buoyant vehicle at NSWCCD out of service for specialized weld repairs and inspections.

· C. LIMITED SOURCE (FAR 8.405-6):

Item required must be a brand name product, or feature of a product, particular to one manufacturer.

· 1. Restrictive Rights: The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.

· 2. Exclusive Licensing Agreements: The item or service is only available from the Original Equipment Manufacturer (OEM).

· 3. Other Reasons:
