Sole Source Justification & Approval
III. Description of supplies/services required to meet agency needs.
The requests airlift services to meet their ongoing training requirements. Six (6) training flight hours of airlift services and two (2) hours of Virtual Wind Tunnel (VWT) services are required for 18-19 April 2020. Airlift support entails the proposed contractor provide shall furnish all labor, parts, tools, materials, equipment, facilities, transportation, personnel, management, and supervision necessary to perform military freefall and static line parachute airlift support services in addition to a Virtual Wind Tunnel training prior to the Airlift Support.
IV. Statutory authority permitting other than full and open competition.
FAR Subpart 6.302-1(a)(2), Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).
On 13 March 2020 the Issued a "Stop Movement for all Domestic Travel for DoD Components in Response to Coronavirus Disease 2019". As a result of the "DoD COV-ID 19 Stop Movement", travel exceptions may be granted in writing to the guidance for compelling cases where the travel is determined to be mission essential. Mission-essential travel refers to work that must be performed to ensure continuation of mission-essential functions, as determined by the DoD Component. As a result of the "DoD COV-ID 19 Stop Movement", and out of abundance of caution, the issued a local travel restriction for all DoD members to radius of no more than three hours from Davis-Monthan Air Force Base.
Due to shortfalls in the Pararescue pipeline, students in training arrive to their duty location with a parachute deployment deficiency. Students are required to be Bottom of Container (BOC) qualified prior to progressing in training. A recent Army fatality as a result of this BOC deficiency, has highlighted a need within the pararescue community to enhance the safety of training. The use of a Vertical Wind Tunnel that is co-located with the Drop Zone has been identified as a mandatory qualification for this training. This allows for a simulated environment that is lower risk than completing solely live jumps. Safety is enhanced by trainees familiarizing themselves with the techniques directly prior to performing them on a live jump. The identified contractor is unique in that no others have a co-located drop-zone and VWT within
Two contractors were contacted to determine their capability in meeting all elements of the Performance Work Statement and the current travel restriction, however, as it stands only Airborne Support Group LLC is capable of meeting the requirement to include the co-location of the VWT and drop-zone. Therefore, it was determined that with the consideration's of the organization's critical mission and minimum needs there is a reasonable basis to conclude that the unique services available from a limited number of suppliers with unique capabilities is applicable under FAR 6.302-1.
VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.
Market research efforts were utilized to identify as many potential sources as practicable capable of meeting the requirement.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Proposed price will be determined fair and reasonable in accordance with applicable Federal Acquisition Regulation procedures.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market research for this requirement included a review of previous acquisition history and accessing known source lists that offer services of this nature.
IX. Any other facts supporting the use of Other Than Full and Open Competition.

Sources that have expressed interested in the acquisition at this time include ; Airborne Support Group LLC, and Marana Tactical Flight.

The goal of the 355th Contracting Squadron is to utilize the most efficient and affordable services in an effort to meet the customers' needs in a timely manner. The unit is always looking for additional vendors via the Internet, previous acquisition history research, and known sources, such as the most current approved list for Paratroop Commercial Operation.
