About this file
This document is a sole source justification for the Defense Threat Reduction Agency's requirement for BMC Remedy Platform Software licenses, maintenance, and support. The agency requires this specific BMC IT service management software to maintain functionality of its existing IT infrastructure and mission systems across several networks and enclaves. BMC Remedy is currently deployed for the agency's service management, asset management, and configuration management tracking needs at its Reston, Virginia facility. Introducing a new IT service management solution would require extensive disruption, development, testing, and implementation across the agency. The estimated value of this one-year contract with four optional one-year periods is redacted.

Defense Threat Reduction Agency 8725 John J. Kingman Road, Stop 6201
Fort Belvoir, VA 22060-6201
SOLE SOURCE DETERMINATION
BRAND NAME JUSTIFICATION
1. Description of the Supplies/Services Required
The Defense Threat Reduction Agency (DTRA) Information Management & Technology Directorate (IT) has a requirement for information technology service management (ITSM) software for the purpose of service management, asset management, and configuration management tracking for its DTRA Reston facility. Specifically, DTRA requires BMC Remedy Platform Software, and only authorized resellers of BMC ITSM software solutions will be solicited for this requirement because it is the only ITSM software that will meet DTRA’s instant requirement.
2. Estimated Value
The estimated value of this requirement is $X for a period of performance of one (1) twelve (12) month base period and four (4) twelve (12) month option periods.
3. Statutory Authority
The statutory authority for this action is FAR 13.501(a)(1)(i), which states that contracting officers must conduct sole source acquisitions, including brand name, under subpart 13.5 only if the need to do so is justified in writing and approved at the levels specified in FAR 13.501(a)(2).
4. Basis for this Action
BMC Remedy is the current service management, asset management, and configuration management tracking system for the DTRA Reston facilities. It is deployed on all of DTRA Reston’s networks and enclaves to include NIPR, SIPR, and JWICS. DTRA’s IT-architecture requires the renewal of the brand name BMC software licenses along with continued maintenance and support because they are essential to the sustainment and operability of DTRA’s IT-mission systems. The licenses, maintenance, and support are key to maintaining a functional IT support system and workflow. The system must remain operational in order to process requests and track issues across the Agency.
The current infrastructure includes existing BMC Remedy software, customized to meet DTRA Reston’s requirements, which supports compatibility with the existing infrastructure protocols and functionality. At this time, it would pose a significant challenge for DTRA to introduce a new ITSM solution without substantial disruption and cost. If DTRA were to procure a different solution than what we currently have, it would require the stand-up of a parallel environment, development of workflows, extensive testing, and implementation across the agency before
