7. Actions to Increase Competition: In order to increase competition for future requirements, the Government will continue to seek sources interested in verifying their design for the M4A1 SLAM and M320A1 SLAM Trainer Kit against the Government- Owned TDPs. The Government will continue to solicit industry by conducting market research in the form of surveys posted on FedBizOpps, attending ammunition conferences/symposiums and having open communication with ammunition suppliers on their capabilities to produce this type of requirement to foster competition in the future. If future requirements arise, full and open competition procedures will be used to the greatest extent possible.

A break-out of components is not feasible for major components, subsystems, spares, or repair parts. Substantial cost savings would not likely be achieved by breaking out components. Additionally, a breakout of components could jeopardize the quality, performance and schedule requirements of this acquisition. As a result, there will be no breakout components or subsystems.

8. Market Research: The Government issued a Sources Sought Notice, W15QKN-18- X-01HF, on Federal Business Opportunities (FedBizOpps) on 08 February 2018 and closed on 08 March 2018, for the purpose of identifying potential offerors that have an interest and are capable of manufacturing and delivering the M4A1 SLAM and M320A1 SLAM Trainer Kit. Only one vendor, submitted a response. No other vendors have expressed an interest.

In accordance with the Department of Defense Federal Acquisition Regulation Supplement (DFARS) 205.205-71, DFARS 206.302-1(d), and DFARS Procedures, Guidance and Information (PGI) 206.302-1(d), the Government issued a new Sources Sought Notice, W15QKN-19-X-06J2, on FedBizOpps on 22 May 2019 and closed on 29 May 2019 to see if market conditions have changed. Only one vendor, submitted a response stating that their prior submission under sources sought notice W15QKN- 18-X-01HF was still valid. No other vendors expressed any interest. Therefore, results of this research indicate no change in the marketplace from the prior market research conducted.

Additional market research was performed by both JPEO A&A and Army Contracting Command – New Jersey by contacting the contractors who submitted proposals in response to the prior Request for Proposal, Solicitation W15QKN-10-R-0101 / Contract No. W15QKN-11-D-0153 since they had demonstrated an interest in the previous acquisition.

Large Business is the only currently available source, who is interested and capable of producing the M4A1 SLAM and M320A1 SLAM Trainer Kit in accordance with the Government Owned TDP and required delivery schedule. Their previous successful experience demonstrates expertise in magnetic and passive infrared design

Control No.: CAO-19-of the upcoming SLAM procurement, but did not have any interest in pursuing the requirement. On 17 January 2019, the current Contracting Officer attempted to contact the Program Manager again via the telephone and again in a subsequent e-mail on 05 February 2019 to try and confirm if still had no interest in this requirement, however they did not receive a response. In an effort to ensure all resources had been exhausted, Government points of contact listed in the System for Award Management were contacted by the Contracting Officer via e-mail on 11 February 2019. As of 19 February 2019, the Contracting Officer had not received any further responses from

, after reaching out to several key points of contact over the last couples of months. expressed no interest in response to the most recent Sources Sought Notice, posted 22 May 2019. As a result, the Government has received no indication position has changed and, as such, they are not considered an acceptable and viable source or vendor.

Based upon continual market research and the history of the program, the above noted sources are the only sources to the Government’s knowledge, capable of meeting the current M4A1 SLAM and M320A1 SLAM Trainer Kit requirements. Due to a lack of interest from all but one capable source, it is not anticipated that the Government would have adequate competition, therefore, a sole source procurement is in the best interest of the Government at this time. Should any other sources submit a proposal in response to the intended solicitation, they shall be reviewed and considered. However, as detailed above, any new sources would cause the Government to incur the previously identified production and delivery delays. The Government will continue to perform market research annually to determine if other sources exist or if there has been a change in the marketplace to support Full and Open Competition on future requirements, to the maximum extent practicable.

9. Interested Sources: To date, no other sources have written to express interest in the acquisition.

Control No.: CAO-19-as implemented by FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. As supported by the Market Research detailed in paragraph 8 above, there are three known Contractors with the capabilities of meeting the requirements of this contract, however, only one source has expressed interest in this requirement. The other two Contractors have been contacted and informed of the requirement and do not have an interest in this action.
