MEMORANDUM FOR AFSC/PZIM

FROM: OC-ALC/OBCB

SUBJECT: Use of a Single Source for Makino a82m Relocation

1. The 76 CMXG/ENX requires a Single Source contract for the Relocation of two (2) Makino a82m Horizontal Machining Centers (HMCs). This acquisition is not expected to exceed the Simplified Acquisition Threshold (SAT).

2. The HMCs produce high priority parts for B-1, B-2, B-52, E-3, E-6, and KC-135 platforms. The teardown and re-installation, while holding machine accuracy and alignment, cannot be achieved by current government owned equipment/processes.

3. Kansas-Oklahoma Machine Tool (KOMT) is the only authorized local distributor for the HMC Original Equipment Manufacturer (OEM). KOMT provided the initial installation for the HMCs, is experienced with the specific Government owned HMCs. Additionally, KOMT provides the technical expertise and OEM owned data in order to maintain machine accuracy and alignment which are crucial for machine functionality. The vendor’s information is listed below:

4. Market research was performed reviewing Dynamic Small Business Search (DSBS) and System for Award Management (SAM) databases using North American Industry Classification System (NAICS) Code (811310) looking for companies that could provide Makino a82m Relocation. A review of small businesses to include 8(a), HUBZone, Service Disabled Veteran Owned Business, and Women Owned Small Business was conducted in search of a company that could provide Makino a82m Relocation. In review there is only one (1) source that can provide the service for this acquisition.

5. The Government will continue to monitor the market and conduct market research to find brands that are equivalent to and are compatible with existing equipment that is in use and that may be used as an alternative.

6. I have determined, in accordance with FAR 13.106-1(b)(1)(i), that the circumstances of this contract action deems that only a single source is reasonably available.
