Justification for Single Source Awards IAW FAR 13.106-1

For Over Micro-Purchase Threshold but Not Exceeding the SAT ($250K)

Acquisition Plan Action ID: 36C246-24-AP-4650

1. Contracting Activity: Department of Veterans Affairs, VISN 6, Salisbury VA Medical Center and

Network Contracting Office 6. This action is funded by VA2237 659-24-3-6047-0232.

2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

Contract 36C24619P0210 expired on May 31, 2024. The Network Contracting Office 6 and Salisbury VA Health Care System are evaluating quotes to award a new contract from solicitation 36C24624Q0801. To ensure continuity of services, this 30-day contract is being awarded to the incumbent contractor, VetPride Services, Inc. (UEI: JC8KASZL6W95). VetPride Services is an SBA VetCert registered Service-Disabled Veteran-Owned Small Business (SDVOSB). The estimated value of this action is $ . The period of performance is estimated to be from June 1, 2024 through June 30, 2024.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This is a sole source action due to urgency, as outlined at FAR 13.106- 1(b)(1)(i). Vetpride Services, Inc is the incumbent Contractor of expired contract 36C24619P0210 and is a known source available to immediately perform the required valet parking services for veteran patients. The Government is evaluating offers received from solicitation 36C24624Q0801 to award a follow-on contract with a one-year base period of performance and four (4) one-year option periods. This 30-day action ensures no lapse in service while the Government continues to evaluate offers and award a new contract. The continuity of services is essential to the facility due to limited parking and high patient volume.

4. Description of market research conducted and results or statement why it was not conducted:

The SBA VetCert databased was searched to identify SDVOSB and VOSB sources under the applicable NAICS code. Vetpride Services, Inc is and is a known source available to immediately perform the required valet parking services. The Government is evaluating offers received from solicitation 36C24624Q0801 to award a follow-on contract with a one-year base period of performance and four (4) one-year option periods. This 30-day action ensures no lapse in service while the Government continues to evaluate offers and award a new contract. The continuity of services is essential to the facility due to limited parking and high patient volume.

5. Contracting Officer's Certification: Purchase is approved in accordance with FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
