I. Contracting Activity.

II. Nature and/or description of the action being processed.

The requirement will be procured through a firm-fixed contract that will be solicited to Canberra (Mirion) as a sole source.

III. Description of supplies/services required to meet agency needs.

IV. Statutory authority permitting other than full and open competition.

V. Demonstration that the contractor's unique qualifications or nature of the acquisition requires the use of the authority cited above (applicability of authority).

The detection system, including hardware and software components, must be fully compatible with existing Canberra (Mirion) gamma detection equipment in use in the laboratory to prevent significant retooling and retraining expenses and to ensure data quality continuity across all system components.

A. Canberra Industries is the only company that provides HPGe systems that meet the technical specifications required by the mission. Those technical requirements include validated radionuclide serial-decay computations and verified arithmetic sample geometry corrections. A thorough review of GSA, NASA SEWP, NETCENTS, OASIS and other multiple award contracts were reviewed for companies that could produce the same technical salient characteristics. None were found.

B. In addition to the fact that only one source is capable of meeting the government's minimum needs, the government laboratory currently employs 30 Canberra HPGe detectors. The system expansion under the proposed procurement must be compatible with the current components, for the following reasons:

- The division has spent over $130,000 for instrument training (Contract No. FA2521-14-P-0043) to a technically competent staff. Approximately 50% of that cost was related to Canberra HPGe training, which is directly applicable to new HPGe systems from the same vendor. Changing vendors, would require complete re-training of the pertinent staff, at a similar additional cost (approx. $65,000).

- The aforementioned training included approximately 1,000 hours of training over nine months. New training from a different vendor is expected to require the same expenditure of man-hours, over a similar time period. Procurement of Canberra HPGe systems would save the Air Force an estimated 1,000 man-hours, significant additional expense and would prevent an estimated nine-month delay in implementation of the required analysis systems.

- The nine-month delay, discussed above, would result in significant additional expense to the Air Force. During this period, the mission required service would need to be provided by a contractor versus government employees. These contracted services are estimated to be between $200,000 and $360,000. Procurement of the Canbera HPGe system, which is the only system that meets the Government's minimum needs, will ultimately save the aforementioned time and money associated with a transition to another detector manufacturer.

Similar purchase requests have been made in prior years. These contracts include: FA252117P0103, FA702216P0003, and FA252115C0059.

VI. Description of efforts made to ensure that offers are solicited from as many potential sources as practicable.

A combined solicitation/synopisis will be issued on BetaSam in accordance with the procedures outlined at FAR 12.603.

This combined solicitation/synopsis will identify the Government's intent to issue a sole source/brand name contract.

In addition, extensive market research was conducted utilizing EZQuery, BetaSam, FPDS-NG and government wide contracts to conclude that the requirement is available from only one source. Additionally, the contracting officer reached out to Canberra and found that Canberra has no authorized resellers of their products.

VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.

Price analysis techniques described FAR 15.404-1(b)(2) will be utilized by the contracting officer to determine the award price to be fair and reasonable.

VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.

Market research efforts are described in sections V and VI above.

IX. Any other facts supporting the use of Other Than Full and Open Competition.

Canberra (Mirion) does not have authorized resellers.

X. List of any sources that expressed, in writing, an interest in the acquisition.

XI. A statement of the actions, if any, the agency may take to remove or overcome any barriers to competition before making subsequent acquisitions for the supplies or services required.

The Government will continue to research the market to decrease the use of sole source and brand-name items.
