Performance Work Statement for Floor Modernization
1.0. Description of Services. The contractor shall provide all supplies, materials, tools, equipment, parts, transportation, personnel, labor, supervision, and management to perform installation of new contractor-provided furniture for outfitting DOD command and control operations centers, in support of the *REDACTED*, on Davis-Monthan AFB, AZ (DMAFB).
1.1. Furniture Requirement.
1.2. The Area 1, 2, 3 (see Appendix 1) of Operations Floor in the *REDACTED* requires (28) fixed height console positions and all associated design, project management and installation services for a complete project. The differentiation between area console types is outlined below.
Console furniture should be constructed to allow heat from equipment to vent without the use of exhaust fan kits. Consoles should properly bear weight of 75lbs without buckling. Particleboard clad with laminate is not acceptable.
Consoles shall have a 7” wide x 42”H structural technology wall that will be used for electrical and communications cabling distribution. Multiple networks will be used at each position and consoles must provide a minimum of three (3) distinct, continuous, horizontal cable distribution zones. One zone shall be accessible via removal top caps. In one of the three zones, electrical and Non-secure Internet Protocol Router (NIPR) cables can be collocated and the other two will be utilized for classified networks. Consoles shall have a continuous slatwall at the back of work-surface that allows for monitor and accessory mounting.
At base of the slatwall, a continuous wire management trough shall be provided, including surge protectors for desktop level equipment and monitors to plug in. Removable flipper door access panels shall be provided with an upper gap/reveal for monitor cables and a lower gap/reveal for desktop equipment cables to feed back into the structural wall.
All technology should be fully integrated and enclosed into the console furniture solution. At every console position there shall be perforated PC cabinets providing at a minimum the capacity to enclose and properly separate the PCs stated below area consoles types. There shall be no exposed equipment or cables. The proposed design must accommodate all equipment while maintaining a separation red-black (classified and non-classified) architecture to ensure proper separation of classified from non-classified computer systems. A separation of at least 2 inches is required between any RED wire line and BLACK wire lines as required per AFSSI 7702 (The instruction for defining EMSEC standards) regulations and NSA TEMPEST Certification Program.
Every PC enclosure shall have its own vertically mounted 7-Outlet 15-Amp surge protected power strip. Every structural wall frame section shall also include 7-Outlet 15-Amp surge protected power strip horizontally mounted in the beltline raceway inside of the wall at the base of the slatwall. The requirement is for the console configuration to provide outlet quantities no less than 12 to power the below stated technology platforms so there is room or future growth.
Plastic capped 2” grommets shall be provided in the console structural technology wall base front and back, left and right of every section for passage of power strip and communications cabling in and out of the console furniture into the floor boxes.
Structural technology wall sections shall provide at minimum two (2) each 4” x 8” floor coring windows open to the floor in the base bottom of the frame to allow for the infeed of source electrical and communications cabling from below the raised access floor should this method be chose in the future. Consoles shall provide full front and rear access to all technology storage enclosure spaces with removable access panels and/or hinged doors.
Monitors will be up to 24” wide screens of various models to be procured through government furnished equipment (GFE). Single, fully articulating slatwall mounted monitor arms shall be provided to accommodate the above monitor size. All monitor arms shall be pneumatically adjustable providing the operator with full articulation and individual adjustability to include height, focal depth, tilt, rotation and peripheral viewing angles. Monitor mounts shall have a quick release mechanism, mounting standards and integrated cables management. Every single monitor must have it’s own monitor mount. Where needed, provide 5” vertical slatwall attachment hub risers to support stacked screens.
Each position will have a touch screen radio tablet interface (AValue RITY102) procured through GFE, which shall be mounted to its own fully articulating extended length touch screen mount. This mount shall be of the same specifications of the fully articulating monitors but longer and have lock knobs to secure the tablet in position once set so that it does not move away from the Operator while touching the screen.
Work surface depths shall be 30” not including the 7” structural/technology wall at all positions with the exception of the command councils, which shall be 24”D. Every position shall have at minimum 6” knee space fully clear across the range of the console clusters.
Every position shall have a slatwall mounted dimmable LED task light that has a fully articulating arm allowing for a minimum 180 degree movement by the Operator. Every position shall have at least one mobile box/box/file pedestal for general filing and storage needs with a minimum of 3 drawers. All console ranges shall include finished end panels and be rigidly attached.
The position quantity and outline shall be as follows:
· Area 1 (LNO) & 3 (First level of Command Dias) Operator Consoles
· Flex 48”W or 60”W x 30”D Linear Fixed Height Consoles
· Continous 42”H x 7” Structural/Technology surround, Upper Slatwall section with integrated wire management troughs
· Slatwall mounted fully articulating monitor arms
· Dimmable LED slatwall mounted articulating task light each
· PCs, UPS and peripheral equipment stored in Technology Pedestals and Towers, maintaining 0.5M TEMPEST Black/Red separation requirements while fully enclosing all equipment
· Mobile Box/Box/Filed Pedestals for general item storage
· Finished end panels (painted steel)
· Area 2 Commander Consoles
· Flex 48”W or 60”W x 30”D Linear Fixed Height Consoles
· Continous 42”H x 7” Structural/Technology surround, Upper Slatwall section with integrated wire management troughs
· Slatwall mounted fully articulating monitor arms
· Dimmable LED slatwall mounted articulating task light each
· PCs, UPS and peripheral equipment stored in Technology Pedestals and Towers, maintaining 0.5M TEMPEST Black/Red separation requirements while fully enclosing all equipment
· Mobile Box/Box/Filed Pedestals for general item storage
· Finished end panels (painted steel)
TEMPEST: Telecommunications Electronics Materials Protected from Emanating Spurious Transmissions.
1.3. Power and Communication Links. The contractor shall verify all power for new cubicles by way of integrated power supplies and cable grommets. The contractor shall run new power cables to systems furniture. The contractor shall verify communication (ethernet and computer) cables and install all wiring/cabling inside furniture as design of furniture specifies (grommets/integrated power). The source electrical and communications cabling will be floor box fed. Any new floor boxes that are required and the routing of power strips from inside of the furniture into the floor boxes will be the responsibility of the contractor in conjunction with coordination with Comm and the AOC Weapons System Manager.
1.4. Project Schedule. Upon contract award, the contractor shall closely coordinate with the AOC and other project stakeholders on the phasing, technology, electrical and communications cabling integration and should plan to participate in at least two (2) on site meetings prior to the installation start. Installation will occur over two (2) separate phases, as separate mobilizations to allow time for area prep prior to and technology burn in after, each phase. During and upon installation completion, the contract manager shall train the *REDACTED* staff and any project stakeholders including Comms and other project contractors on the consoles’ basic operation, features, wire management pathways, monitor mounting methodologies and other matters.
1.0. Equipment Delivery. Limited storage and staging space will be available during equipment installation and must be coordinated and approved in advance with the *REDACTED* POC. The Government will not accept drop shipments nor furnish storage and staging space without advance coordination and approval by the Government POC.
1.1. General Information
1.1.1. Contract Manager. The contractor shall designate a Contract Manager (CM) who will be responsible for contract performance and quality. Upon contract award, the contractor shall submit the name and phone number of the Contract Manager’s name and phone number shall be submitted to the Contracting Officer in writing upon contract award. The Contract Manager shall be available by telephone during normal business hours. The contract manager may be a contractor employee performing the services.
1.5.7. Warranty. The contractor shall provide warranty documentation for all furniture, materials, wiring/cabling provided and installed as part of this contract.
1.5.8. Government POC. A *REDACTED* POC will be designated, whose responsibilities will include, but are not limited to, the following.
1.5.8.2. POC Restrictions. The Government POC is not authorized to award, agree to, or sign any contract, contract modification or in any other way obligate the payment of money by the Government. The POC may not take any action which may affect contract or delivery order schedules, funds or scope. All contractual agreements, commitments or modifications which involve: price, quantity, quality, delivery schedules or other terms and conditions of the contract shall be made by the Contacting Officer only. Alternate POC’s may be designated to assist the primary POC with their responsibilities in their absence.
1.5.9. Work Hours. The contractor shall perform services between the hours of 7:30 a.m. to 4:30 p.m., Monday through Friday excluding all Federal Holidays. However, due to the nature of the Air Operation Center’s operations, the contractor will have to coordinate with the *REDACTED* POC for all work in order to mitigate the impact to operations. Therefore, work will most likely have to be accomplished from 9: PM to 5:00 AM in order to prevent any impact to operations.
1.5.10. Federal Holidays. The following federal holidays are observed at Davis-Monthan AFB. The contractor shall not perform services on federal holidays, or the day set-aside for observance or designated DMAFB Family days.

1.5.11. Security Requirements
1.5.11.1. Restricted Area Escorts.
1.5.11.2. Worksite Evacuation. There may be occasions, due to Air Force mission requirements, when the contractor must discontinue work and vacate the worksite. If this is the case, contractor employees shall vacate the worksite and the building. Government personnel will inform the contractor when they may resume work.
1.5.11.3. Access and General Protection/Security Policy and Procedures. The contractor shall comply with all applicable installation/facility access and local security policies and procedures, which may be obtained from the Government POC. The contractor shall also provide all information required for background checks to meet installation access requirements to be accomplished by the local installation’s Security Forces, Director of Emergency Services, or local Security Office. The contractor shall ensure compliance with all personal identity verification requirements as directed by Department of Defense (DoD), Head Quarters Air Force (HAF) and/or local policy. Should the DMAFB Force Protection Condition (FPCON) change, the Government may require changes in contractor security matters or processes.
1.5.11.11. Pass and Identification Items. The contractor shall ensure that all necessary pass and identification items required for contract performance are obtained for contractor employees and non-Government owned vehicles.
1.5.11.12. Retrieving Identification Media. The contractor shall retrieve all identification media, including vehicle passes from contractor employees that depart for any reason before the contract expires (e.g. terminated for cause, retirement, etc.) and turn them in to the issuing office. Once contractor employees are no longer employed, the contractor shall notify the issuing office of the termination immediately.
1.5.11.13. Traffic Laws. Contractor employees shall comply with all base traffic regulations. Contractor employees are subject to random vehicle speed control checks. Contractor personnel cited for speeding on the installation may suffer loss of base driving privileges, debarment from the base, or other administrative action. The use of seat belts is mandatory for all vehicle occupants. The use of cell phones is prohibited while driving on base, unless the phone is a hands-free cell phone.
1.5.11.14. Random Personnel and Vehicle Searches. Contractor personnel are subject to random personnel and vehicle searches. If contractor personnel refuse to be searched, they will be denied entry to the base, and may result in loss of base driving privileges, debarment from the base, or other administrative action.
1.5.11.15. Weapons, Firearms, and Ammunition. Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their contractor owned vehicle or privately owned vehicle while on Davis-Monthan AFB.
1.5.11.16. For Official Use Only (FOUO) Material. If the contractor determines that unauthorized personnel have access to For Official Use Only (FOUO) material, such as the Base map or CVC access, the contractor Site Manager will immediately notify the Contracting Officer and cooperate fully with any investigation. The contractor shall comply with DoD 5400-7-R, Chapter 4, DoD Freedom of Information Act (FOIA) Program. This regulation establishes policy and procedures for the disclosure of records to the public and for marking, handling, transmitting, and safeguarding FOUO material.
1.5.11.17. Main Base Access. Current security access restrictions require all contractor vehicles to enter through the Swan Gate only. Contractor vehicles may be subject to search prior to gaining base entry. The contractor should plan and allow for 30 minute (average) delays as a result of increased and ever-changing security procedures.
1.5.11.18. Contractor Travel on the Installation. Contractor employees shall not loiter in any working area before or after performing services. All contractor employees shall limit their travel on the installation only to the specific areas required for performance of services or in travel directly to and from these locations. Upon completion of contract work, contractor employees shall promptly depart the installation.
1.5.12. Safety. The contractor shall comply with all local, state and federal laws and safety regulations. Compliance with Occupational Safety and Health Act (OSHA) and other applicable laws and regulations for the protection of contractor employees is exclusively the obligation of the contractor, and the Government will assume no liability or responsibility for the contractor's compliance or noncompliance with such responsibilities. The contractor shall provide contractor personnel with all necessary personal protective equipment. The use of face masks and rubber gloves are required by contractor personnel at all times while at the worksite.
1.5.12.1. Fire Prevention and Safety. Contractor employees shall comply with the OSHA, Davis-Monthan AFB Fire Protection Program, Air Force Occupational Safety, and the Fire Prevention and Health Program.
1.5.12.2. Accident/Incident Reporting and Investigation. The contractor shall record and report all available facts relating to each instance of injury to either contractor or Government personnel to the Base Safety Office unless otherwise stated. The contractor shall secure the scene of any accident and wreckage until released by the accident investigative authority through the Base Safety Office. If the Government elects to conduct an investigation of the incident, the contractor shall cooperate fully and assist Government personnel until completion of the investigation.
1.5.13. Clean‐Up and Disposal of Debris and Materials. The contractor shall clean up the work area and ensure that all trash and debris resulting from the operations are removed from the work area. Disposal of debris shall be made at the contractor’s expense and shall be delivered to a State approved disposal site located off Base. Debris shall not be left in such a manner that wind or other weather conditions can cause the debris to be scattered outside the work area. Removal and disposal of existing furniture will be the responsibility of the USAF. All computers, mice, keyboards, KVM switches, monitors, monitor cables, phones and communications cabling, and handling thereof, will be the responsibility of the USAF.
1.5.14. Smoking in Air Force Facilities. Contractors are advised that the AF has placed restrictions on the smoking of tobacco products in AF facilities. AFI 40-102, Tobacco Use in the Air Force, outlines the procedures used by the commander to control smoking in our facilities. Contractor employees and visitors are subject to the same restrictions as Government personnel. Smoking is permitted only in designated smoking areas.
1.5.15. Permits. The contractor shall coordinate and secure all necessary permits required.
1.5.16. Coordination with Government Activities. If it becomes necessary for the contractor to interrupt work activities in buildings and/or areas for work purposes, permission to do so shall be requested in writing to the *REDACTED* POC no less than two (2) working days prior to commencing work on the planned interruption.
2.0. Government Provided Services
2.1. Utilities. A source of electricity will be available for the contractor’s use.
2.2. Emergency Services. The Government will provide security forces services (call 228-4444, for emergencies only), and fire protection services (call 228-3333). There are no emergency medical services available on Davis-Monthan AFB, therefore the contractor must dial 911 for emergency medical services.
