2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON CONTRACTOR’S

UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION

The US Navy Radiological Affairs Support Program oversees the use of radiological sources to ensure the US Navy meets all federal requirements established by Nuclear Regulatory Commission, Food and Drug Administration and Occupational Safety and Health Administration. This requirement for routine maintenance and service conducted on a Perkin Elmer TRI-CARB 4910TR Liquid Scintillation Counter (LSC) is critical in order to maintain and ensure the quality control for radiological leak tests performed on radiation sources.

PerkinElmer is the sole proprietor and manufacturer of the Series TRI-CARB 4910TR 110 V Automatic Liquid Scintillation Counting System and has a long history of building ionizing radiation Automatic Liquid Scintillation Counting Systems. The company retains the sole proprietary manufacture and maintenance knowledge on the system. PerkinElmer currently does not authorize or certify private companies to perform maintenance on their devices, see attached company letter.

Therefore, in accordance with FAR 13.106-1(b) the Contracting Officer has determined that the circumstances of the contract action deem only the maintenance provided by PerkinElmer will meet the needs of the Government.
