About this file

This memorandum documents a justification for using other than full and open competition to acquire replacement parts for deck cranes on USNS T-AH 19 Class vessels. The required parts include a replacement winch and wire rope to convert the deck cranes to personnel-rated capability. Allied Systems Company is identified as the original equipment manufacturer with proprietary rights to the technical data and materials for the cranes. As the OEM, only Allied can provide the parts to maintain compatibility in form, fit and function with the existing crane configurations. A sole source award is further justified given the cranes are considered critical ship equipment, failure of which could endanger crew or the environment. The Navy seeks to standardize crane equipment aboard T-AH 19 Class vessels, with the specified make and model from Allied satisfying the government's needs for additional or replacement parts. Delivery of the parts is required by 31 July 2024 to maintain the personnel lift certification for the cranes on an annual basis going forward.
