About this file

This document is a justification for other than full and open competition for a federal contract. The General Services Administration seeks to procure expert consulting services from Trauner Consulting Services, Inc. on a sole source basis to assist in analyzing a construction contract counteroffer, proposed change orders, and a 125-day time extension request. Trauner Consulting will perform a time impact analysis, review and critique project schedules, and provide an opinion on proposed change orders. The contractor is uniquely qualified due to the expertise and experience of principal William Haydt in construction claims preparation and evaluation, schedule development and review, delay analysis, and dispute resolution. A notice will not be publicized under an exception for circumstances requiring urgency. The anticipated price is determined to be fair and reasonable based on price analysis techniques.
