SOLE SOURCE JUSTIFICATION
Partial Array 2.0 Design Concept
DESCRIPTION OF REQUIREMENT:
vl.5 JANUARY2020
The Naval Undersea Warfare Center Division Newport (NUWCDIVNPT) Undersea Weapons, Vehicles, and Defensive Systems Department, Code 85, has overall responsibility for the development and maintainability of undersea defense systems. Code 85 is currently undergoing efforts to develop a new sonar array for the AN/WSQ-9 Technology Refresh program using the Stepped Tonpilz Acoustic Transducer (STAT) element design. The overall goal is to develop a design that can transition from concept to future fleet capability.
This requirement is for the development of a Partial Array 2.0 design concept. The array concept shall include the wideband version of the STAT element design referred to as the STATX. The Partial Array 2.0 shall include receiver elements.
Falmouth Scientific Inc. (FSI) is a transducer manufacturer and has been licensed to fabricate the Stepped Tonpilz Acoustic Transducer (STAT) by Image Acoustics Inc. FSI has previously fabricated the STAT for the Office of Naval Research (ONR). FSI has developed fabrication processes and specialized tooling to fabricate the STAT. A STAT partial array has been fabricated by FSI and tested at NUWCDIVNPT Acoustic Test Facility (ATF) for the Technology Refresh program.
Period of Performance is from date of award through 15 April 2022.
SOLE SOURCE JUSTIFICATION:
FSI is the only transducer manufacturer that has been licensed and validated through testing by the NUWCDIVNPT ATF for this STAT partial array technology. FSI has developed the processes and is the only manufacturer that has the specialized tooling required to manufacture the STAT partial array concept. FSI fabricated the STAT partial array comprised of 36 STAT transmit elements which is essential experience in order to determine this Partial Array 2.0 design concept. If another vendor were to develop this partial array design concept 2.0, they would be required to go through the validation testing at the NUWCDIVNPT ATF which would require additional funding and time. The aggressive time line schedule of the Technology Refresh program does not permit for this delay or funding.
