Limited Source Justification FAR Part 8

1. Contracting Activity: U.S. Army Contracting Command - New Jersey

2. Description of Action: This is a new requirement in accordance with FAR Part 16.202-2, utilizing a firm-fixed price (FFP) contract, expending xxxxxxxxxxxxxxxxxxx, xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx.

3. Description of Supplies/Services: xxxxxxxxxxxxxx high speed cameras capable of capturing up to xxxxxxxxxxxxxxx per second at up to xxxxxxxxxxxxxxxxxxxxx with xxxxx xxxxxxxxxxxxxxxxxxxxxxxxx. The cameras must provide xxxxxxxxxxxxxxxxxxxxxxxxxxx xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx. The camera systems must be capable of xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx and xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx F-mount lenses. With an estimated value of $xxxxxxxxxxxxxxx

5. Reason for Authority Cited: The Government requires the highly-specialized xxxxxxxxxxxxxxxxxxxxxxxxx. It is the only known camera that meets the Government’s requirements for capturing xxxxxxxxxxxxxxxxxx at recording rates xxxxxxxxxxxxxxxxxx xxxxxxxx per second with xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx. Additionally, the xxxx Xxxx does not exhibit xxxxxxxxxxxxxxxxx; frame-to-frame artifacts including significant changes in lighting. The procurement of xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx.

The Detonation Physics and Experimental Research Branch (DPERB) at DEVCOM AC considered other brand xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx owns and operates xxxxxxxxxxxxxxxxxxx. The latest version of xxxxxxxxxxxxxxxxxxxx has a frame rate of xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx. However, it does not meet the xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx xxxxxxxxxxxxxxxxxxx. Additionally, the xxxxxxxxxxxxxxxxxxxxxxx in the xxxxxxxxxxxxx cameras and makes it difficult to execute some experiments.

DPERB owns and operates xxxxxxxxxxxxx. The xxxxxxxxxxxxxxxxxxxxxxxxxx have xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx. While extremely valuable for certain experiments, the xxxxxxxxxxxxxxxxxxxx do not meet the Government’s requirement.

DPERB conducted side-by-side experiments with the xxxxxxxxxxxxxxxx in late 2021 and early 2022. xxxxxxxxxxxxxxx has significant issues with xxxxxxxxxxxxxxxxxxxxxxx xxxxxxxxxxx. Without ideal lighting, it is difficult to obtain quality videos xxxxxxxxxxxxxx xxxx, which shares xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx. The experiments that xxxxxxxxx performs often cannot reasonably accommodate ideal lighting due to xxxxxx xxxxxxxxxxxxxxxx. In the side-by-side experiments with a single flash bulb unit, the xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx xxxxxxxxxxxxxx found similar results in their side-by-side tests of xxxxxxxxxxxxxxxxxx xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx is not modifiable in any way.

DPERB owns several xxxxxxxxxxxxxx, both film-based and digital, and is very familiar with their technology and specifications. xxxxxxxxxxxxx offerings are rotating mirror, gated-intensified, and temporal pixel multiplexing cameras. Rotating mirror cameras come closest to fitting the Government’s need, but do not offer xxxxxxxxxxxxxxxxxxx xxxxxxxxxxxxx and are substantially more expensive. The other two types of cameras xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx and do not meet the Government’s requirements for this procurement effort.

The Government can continue the use of xxxxxxxxxxxxxxxxxxxxx to conduct testing with their high speed cameras. However, these experiments can cost as much as $xxx per trial for testing alone. Adding the costs of shipping xxxxxxxxxxxxxxxxxxx as well as travel costs for xxxxxxxxxxxxxxxxxxx to oversee experiments, a trial could cost more than $xxxxxx. On average, the Government requires xxxxxxxxxxxxxxxxxxxxxxx of such tests xxxxxxxx, leading to estimated xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx. Last but not least, xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx.

There is no alternative action for this requirement.

6. Efforts to Obtain Competition: Full and open competition is not feasible as Hadland Imaging is the only authorized reseller. Competition for this action will be limited to Hadland Imaging and/or the original equipment manufacturer xxxxxxxxxxxx to meet the Government’s requirement. The Contracting Officer shall publish the notices required by

FAR 5.201.

a. Effective competition. Full and open competition is not feasible as Hadland Imaging is the only authorized reseller.

b. Subcontracting competition. None, there is no opportunity for subcontracting.

7. Actions to Increase Competition: Researched authorized distributors and determined high speed cameras manufactured by other companies that would become compatible with the Government’s current need and meet to the Government’s specifications.

8. Market Research: Market Research was performed between 11 Jan 2022 and 01 Feb 2022, W15QKN-22-X-0MGL with NAICS code 334220 and was conducted again on 16 Mar 2022 to 31 Mar 2022 W15QKN-22-X-0NMO with NAICS code 333316. A final decision was made to use NAICS Code 333316 because it captured the correct specifications and requirements within the market segment. Additionally conducting internet web searches, querying Government databases, and reviewing Federal Supply Schedules. The research found that Shimadzu is the manufacturer xxxxxxxxxxxxxxxxx xxxxxxxxxxxxxxxxxxxxxx and Hadland Imaging is the only authorized distributor of the xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx.

Market research was initiated in late 2021 by DPERB. This research included internet searches, a review of GSA, and contacts to subject matter experts at other military facilities (xxxxxxxxxxxxxxxxxxxxxxxxxxx). There are xxxxx primary competitors in the xx xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx xxxxxxxxxxx. There are major competitors in the xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx area (xxxxxxxxxxxxxxxxxxxxxxxxxxxx), but there is a substantial technology difference between these types of cameras and the Government’s need.

xxxxxxxxxxxxxxxx responded to the Government’s sources sought notice, but their camera offerings do not meet the Government’s specifications.

Shimadzu Scientific manufactures xxxxxxxxxxxxxxxxxxxxxxxxxxxxxxx, the only camera that meets the Government’s requirement. Shimadzu noted that the only authorized sole distributors of Shimadzu Scientific high speed cameras in North America is Hadland.

9. Other Facts:

a Procurement history. No previous procurement history exists for the purchase of the xxxxxxxxxxxxxxxxxxxxxxxxxxxxx.

12. Fair and Reasonable Cost Determination:

I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. This determination will be based on price analysis and comparison to the Independent Government Estimate. Certified cost or price data will not be required in accordance with FAR 15.403 as the item being procured is a commercial item.
