This code is only assigned at the conclusion of limited screening, and it remains assigned until the full screening process resolves physical data questions and results in assignment of a different AMSC. If one source is available, AMCs 3, 4, or 5 are valid. If at least two sources exist, AMCs 1 or 2 are valid.
4. Authority Cited: The statutory authority permitting other than full and open competition for this effort is 10 U.S.C. 2304(c)(1), as implemented by Federal Acquisition Regulation (FAR) 6.302-1, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements”.
5. Reason for Authority Cited: This TACOM procurement action requires the use of the authority cited: the only approved source is DRS Sensors & Targeting Systems, Inc.
(CAGE: 1JNU9). The Technical Data Package (TDP) and its proprietary rights are not owned by the Government and as such, the data required to produce a competitive TDP are not currently available. The quantity of parts in this PRON as compared to the cost of developing a new TDP as well as an alternate contractor of the associated components, testing and tooling, does not justify the additional time and expense associated with an a full and open completion. An alternate contractor would need a detailed TDP and detailed manufacturing information that would need to be generated utilizing reverse engineering methodology through the use of considerable Government resources. The cost of such resources would not be recoverable through low volume subsequent competition. The engineering estimate for the cost of developing an alternative source includes the TDP development, reverse engineering, procuring proprietary data, product tooling, manufacturing tooling, testing and qualification and engineering/personnel resources. Considering these factors, the engineering estimate is well over $2.5 - $3 Million. This estimate is purely an engineering estimate based on engineering experience. Additionally, the timing to execute a new program with an alternate contractor is estimated to take approximately 2-3 years, which would render equipment unusable for that period of time, which does not effectively serve the mission requirements.
6. Efforts to Obtain Competition: Competition will not be pursued at this time due to the quality requirement for high performance components, based on experience receiving poor quality parts previously. A single-source action to this contractor is in the best interest of the Government to meet the quality needs.
7. Actions to Increase Competition: The approved source, DRS, is the sole owner of the drawings and technical data rights. The Government did not buy their proprietary rights to produce a competitive TDP and the contractor did not express interest in selling the TDP to the government when asked. DRS demonstrated the ability to establish and maintain the processing required to successfully producing a finished item. The approved source has produced and qualified the Integrated Vision System (IVS) in the past for both the USMC and Army Assault Breacher Vehicle.

8. Market Research: This item does not appear on the Competition Advocate’s Shopping List (CASL) or the Advanced Procurement Planning List (APPL).
A Sources Sought Synopsis was posted on FEDBIZOPPS on September 14, 2017 via Sources Sought Notice 2017- 409, which is valid for one year. To date no other sources have written to express an interest, nor has the Government identified any other source possessing an interest in being an alternate source for this NSN.

Additionally, Pd.M. Bridging and TARDEC Bridge Team personnel continually monitor the marketplace for military bridging related technology. This market research includes Pd.M. Bridging attendance at the October 2017 Association of the United States Army (AUSA) conference, and the Ground Vehicle Systems Engineering and Technology Symposium (GVSETS)/ Advanced Planning Briefings for Industry (APBI) events. Aside from these events, which afforded engineering the opportunity to engage with industry leaders, Pd.M. Bridging and TARDEC Bridge Team personnel also communicate via weekly face to face Integrated Product Teams (IPTs), telecoms, and email exchanges with Tank Automotive Research, Development, and Engineering Center (TARDEC), Program Manager (PM) Abrams, Anniston Army Depot, and Army Research Laboratories
9. Interested Sources: Interested contractors should contact the Source Approval Program though the Competition Advocate’s Office to become qualified for future procurements.
