JUSTIFICATION AND APPROVAL

FOR USE OF OTHER THAN FULL AND OPEN COMPETITION

1. Contracting Activity.

Naval Air Warfare Center Aircraft Division (NAWC-AD) Patuxent River, MD.

2. Description of the Action Being Approved.

This justification is for the sole source procurement of the site license and software maintenance of Curtiss-

Wright, formally Symvionics, Interactive and Analysis Display System (IADS) software. IADS is utilized by the Atlantic Ranges and Targets Department Telemetry System Branch’s Real-Time Telemetry

Processing System (RTPS) and Portable Telemetry Processing System (PTPS) for real-time data visualization for safety of flight monitoring, and by the Post-Flight Data Lab system for the playback of telemetry data for post-test analysis. Curtiss-Wright is the sole supplier of this data visualization and analysis product. This is a six month site license for IADS software and maintenance.

3. Description of Supplies/Services.

The Interactive and Analysis Display System (IADS) is commercial software utilized by the flight community during real-time telemetry flight testing. IADS is an interactive tool that provides flight test engineers real-time safety of flight monitoring.

Since 2006, IADS has been fully integrated into the Atlantic Ranges and Targets (ART) Department

Telemetry System Branch’s Real-Time Telemetry Processing System (RTPS) and Portable Telemetry

Processing System (PTPS) systems. Initially developed for and deployed on Edwards Air Force Base telemetry systems, the F-35 Test Program determined IADS to be the Program’s common telemetry display software, allowing displays to be shared between the two sites; saving development time and cost. Since then, other DoD telemetry facilities and Aerospace Contractors have migrated to this display software, including but not limited Eglin Air Force Base, Redstone Test Center, Yuma Proving Ground, Boeing, Lockheed Martin, and Northrop Grumman. This common display software allows flight test programs the ability to easily transition testing between sites.

The IADS site license allows ART to continue utilizing IADS on existing telemetry systems and expand installation instances due to increased onsite and remote program requirements, as well as provide to ART

Customers for utilization on their data lab and JFE systems. All test programs requiring real-time monitoring at NAS Patuxent River and the Webster Annex are utilizing IADS. Programs include F-35, F-

18, Next Generation Jammer (NGJ), E-2D Aerial Refueling, Fire Scout, V-22, P-8A, CH-53K, T-45, Triton, MQ-25, and C-27J Airworthiness. The installation, integration, and testing of the software is part of the program’s critical path schedule, and will directly affect their schedule if the software is not on-line in time.

4. Statutory Authority Permitting Other Than Full and Open Competition.

10 U.S.C. 2304(c)(1), Only one responsible source and no other supplies or services will satisfy agency requirements.

5. Rationale Justifying Use of Cited Statutory Authority.

Curtiss-Wright is the proprietor of the IADS software; therefore, is the only source of this software maintenance and site license.

The annual license agreement includes maintenance and upgrades of the software. IADS, developed by

Symvionics for the Air Force in support of F-22 flight test at Edwards Air Force Base, was adopted by the

F-35 joint program for utilization at the Edwards, Atlantic Ranges and Targets (ART), and Lockheed Martin real-time test facilities to assure common display application and tools. Since then, all ART Customers including F-35, F-18, V-22, Triton, and CH-53K are utilizing IADS for real-time safety of flight monitoring at ART and other testing sites including Edwards, Eglin, and Yuma. This common tool allows flight tests to easily transitioned between ranges per their test requirements. It is estimated that the cost to develop, integrate, and test new software for all sites would be approximately $5M based on a ten person team working over 3 years. The $5M does not include annual maintenance and license expansion to additional systems; which would be at least equal to the yearly IADS site license and maintenance amount of $265K.

6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.

Since the specific subject of this purchase is the proprietary owner of the equipment, there are no other suitable offerors for this product. A combined synopsis/solicitation will be conducted through Beta.Sam.gov and will be open to vendors of varying socioeconomic status. Once the combined synopsis/solicitation closes, the quote(s) will be evaluated for technical acceptability.

7. Determination of Fair and Reasonable Cost.

In accordance with FAR 15.402, the Contracting Officer shall ensure that all supplies and services provided under this contract are procured at a fair and reasonable price. The Contractor will submit a formal price proposal with pricing data and sufficient information to support the accuracy and reliability of the estimate.

Curtis Wrights’ proposal will be reviewed by experienced technical analysts and contract specialists. The

Contracting Officer will utilize price analysis as the basis for negotiating a fair and reasonable price.

8. Actions to Remove Barriers to Future Competition.

Due to the limited market for IADS software that meets NAVAIRINST 13034.4 policy, it is difficult to consider other vendors who have not developed their software to meet DoD and NAVAIR requirements.

Curtis Wrights’ IADs software is the only software that complies with NAVAIR policy and standards that ensures no further delays in the installation and implementation of the software for immediate use. Until other contractors show that they provide a COTS software that meets all NAVAIR and DoD policy, no other vendor can be considered. The ART will continue to monitor the market for vendors that can provide the expertise and capability to provide a complete system needed to satisfy and support requirements. If another potential source emerges, ART will assess whether competition for future requirements is feasible.
