Until completion of the software rewrite, the software still needs to be supported by the labs and test sites and requires the Gensym G2 licenses. This procurement will be structured with option years allowing for the transition to open competition as soon as practicable.

In accordance with the Defense Federal Acquisition Regulation Supplement (DFARS) Procedures, Guidance and Information (PGI) 206.302-1, the NAWC-AD Lakehurst Procurement Department posted a Request for Information (RFI) (N68335-22-RFI-0156) for this requirement to the System for Award Management (SAM) website on 15 March 2022 with a response date of 22 March 2022. The Government received one (1) response to the RFI posting

The vendor was informed by the contract specialist in writing on 21 March 2022 that they were deemed not capable of meeting the requirement as per the previously referenced signed letter from Gensym Corporation dated 8 March 2022. No further inquiries were received.

In accordance with FAR 5.201, NAWC-AD Lakehurst Procurement Department posted a synopsis for the anticipated contract action (N68335-22-R-0156) to SAM on 22 March 2022 with a response date of 6 April 2022. No responses were received. However, the Contracting Officer will consider any responses received prior to contract award.

7. Determination of Fair and Reasonable Cost.

The Contracting Officer has determined the anticipated cost to the Government of the supplies/ services covered by this J&A will be fair and reasonable.

8. Actions to Remove Barriers to Future Competition.

The Program Office has planned and budgeted a future rewrite of the AAG HealthMAP software that will remove the sole source reliance on the Gensym G2 product and enable a competitive procurement. The estimated timeframe for a planned competition will coincide with the timeframe of completion of the rewrite in FY28, barring any delays or changes to the plan itself or the required fielding of the software.
