FOR OTHER THAN FULL AND OPEN COMPETITION
JUSTIFICATION
1. Contracting Activity
The Naval Sea Systems Command, Naval Surface Warfare Center, Dahlgren Division (NSWCDD), Contracts Department, 02.
2. Description of the Action Being Approved
Award of a firm fixed priced contract on a sole source basis for critical equipment to be used by the Gun & Electric Weapon
Systems Department (E), Test & Evaluation Division (E40), manufactured by Unholtz Dickie Corp.
3. Description of Supplies/Services
The Naval Surface Warfare Center, Dahlgren Division, Weapons
System Test Range Ops & Data Acq Branch (E45) has a requirement to expand current capabilities by procuring one (1) power amplifier expansion which would upgrade the current amplifier to a 480 KVA capacity. The requirement is that the system is fully compatible with our existing power amplifier. The following is specifically required:

The estimated cost of the proposed contract action is
$328,350.00. Fiscal Year (FY) 2022 Research, Development, Test, and Evaluation (RDT&E) funds will be provided for this procurement.
4. Statutory Authority Permitting Other Than Full and Open
Competition
41 U.S.C. 1901 as implemented in FAR Subpart 13.5.
5. Rationale Justifying Use of Cited Statutory Authority
The Naval Surface Warfare Center, Dahlgren Division, Weapons
System Test Range Ops & Data Acq Branch (E45) has a requirement to expand current capabilities by procuring one (1) power amplifier expansion which would upgrade the current amplifier to a 480 KVA capacity. The requirement is that the system is fully compatible with our existing power amplifier. This specific amplifier expansion and supporting accessories are required to ensure compatibility and interface with existing equipment and capabilities. The current amplifier and shaker set to be upgraded was manufactured by Unholtz Dickie. In addition, the
Test & Evaluation Division, E40, workforce has developed written and approved operations and maintenance procedures for the existing Unholtz Dickie amplifier & shaker system and supporting equipment. These procedures are directly applicable to the amplifier system. An amplifier expansion system from another manufacturer would require replacement of the existing system, re-design and extensive testing. When commercial amplifier and shaker systems are manufactured, they are impendence matched between each other for optimal performance.
Based on the background information and subject matter knowledge developed, completely replacing the amplifier with a 480 KVA unit for another source would cost approximately twice as much as the amplifier expansion upgrade. Furthermore, a mix matched amplifier and shaker system would be less efficient, and performance of the shaker would be lost. A new 480 KVA amplifier would cost approximately $650,000.00 and would result in a less effective solution. This additional cost could not be recovered through full and open competition.

6. Description of Efforts Made to Solicit Offers from as Many
Offerors as Practicable
Market research was conducted seeking capability information specifying power amplifier expansion requirements, characteristics and system maturity. Unholtz Dickie Corp. was the only vendor to continue to meet all requirements. The result of this market research coupled with the Technical Lead’s extensive knowledge of the product, industry, and market confirmed that Unholtz Dickie Corp. is the sole manufacturer of items required for the power and support requirements.
Continuing market research through internet searches and contacting the original equipment manufacturer has shown that there are no authorized resellers available.
The proposed contract was synopsized on the beta.SAM website on
27 December 2021 and only Unholtz Dickie Corp. expressed interest in this requirement. No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than
Unholtz Dickie Corp.to provide the required equipment with integrated software.
7. Determination of Fair and Reasonable Costs
The Contracting Officer has determined that the anticipated cost to the Government for the equipment covered by the J&A will be fair and reasonable.
8. Actions to Remove Barriers to Competition
For the reasons set forth in Paragraph 5, Dahlgren Contract
Department has no plans at this time to compete future contracts for the type of equipment covered by this document. If another potential source emerges, Dahlgren Contract Department will assess whether competition for future requirements is feasible.
