JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Naval Air Warfare Center Weapons Division (NA WCWD) China Lake, CA
2. Description of the Action Being Approved.
This justification and approval authorizes and approves on a sole source basis a contract modification providing for additional work in the amount of $258,462.78 under contract N689362 l C0020 with General Nano LLC. This additional work will allow for changing Government requirements and subsequent application of Carbon Nanotube or innovative Nanomaterial technologies into motor case structures for NAVSEA Program Executive Office (PEO) Integrated Warfare Systems (IWS).
3. Description of Supplies/Services.
The Carbon Nanotube (CNT) contract with General Nano included the purchase of components, material, parts, and effort whose advanced procurement is required to maintain the planned production schedule. The contractor was tasked with the identification, maturation, implementation and demonstration of CNT technologies for tactical composite rocket motor applications in the l 0-inch diameter range. The contractor may also consider other innovative nanomaterials, or a combination of CNT with other innovative nanomaterials if they meet the Government's guidelines and objectives or other such quantities, as authorized or appropriated by Congress. The current value of the General Nano portion of the CNT contract is $455,967_95.
The proposed modification will be funded with an additional $258,462.78 as set forth in the table below. The modification value also includes: non-recurring engineering costs, development costs, and support equipment. [Redacted]
