Description of Acquisition: Modify contract HDECO4-19-D-0004 Sandwich Prep Tables awarded to Government Sales, LLC. to increase the scope of the contract to add quantities. The contract ordering period ends January 31, 2024. The contract includes a total of 237 commissaries located throughout the Continental United States, Alaska Hawaii, Puerto Rico, Far East and Europe.
Statutory Authority: Per FAR 6.302-1(a)(2), Oniy one responsible source and no other supplies or services will satisfy agency requirements.

JUSTIFICATION AND APPROVAL
FOR OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Office - Defense Commissary Agency, Supply & Maintenance Branch CCQSM, 1300 B Avenue, Fort Gregg-Adams, VA Fort Gregg-Adams, VA 23801-1800.
2. Type of Contract Action - Modify contract HDECO4-19-D-0004 Sandwich Prep Tables to increase the scope of the contract to add quantities. The contract ordering period ends January 31, 2024 (Option Year 4). The contract includes a total of 237 commissaries located throughout the Continental United States, Alaska Hawaii, Puerto RicO, Far East and Europe.
3. Description of Supplies/Services - The Defense Commissary Agency, Sales, Marketing & Logistics Group (MPLRE), has an on-going requirement to obtain Sandwich Prep Tables for the commissaries located in the Continental United States, Alaska Hawaii, Puerto Rico, Far East and Europe. Estimated Total Contract Value: tL. -. The value covered by this justification is . The original quantity was derived from independent government estimate by Requirements. Historical were utilized to calculate the additional quantities needed for remaining option period to ensure confidence in the new total.
4. Authority Cited - Per FAR 6.302-l(a)(2) Only one responsible source and no other supplies or services will satisfy agency requirements.
5. Reason for Authority Cited - Contract HDBCO4-19-D-0004 failed to capture the correct quantity of Sandwich Prep Tables required to support the agency needs during the period of February 1, 2023- January 31, 2024. Due to a ramp up in quantities needed to support the current number of commissaries during Option Year 4, an increase in quantity is needed to close the gap and ensure adequate items for patron demand. The current contractor has the ability to fulfill the need without a gap. It is likely that award to any other source would result in an unacceptable delay to the government given the time it would take to award a contract and ramp up production to meet the agency's needs. After Option Year 4 expires, a follow-on for this requirement will be solicited using competitive procedures.
6. Efforts to Obtain Competition - In accordance with FAR 5.20 1(b)(1)(ii), this notice of contract modification will be published to notify the public ofthe intended action. This J&A will be synopsized for 15 days. If DeCA receives any responses based on this synopsis, DeCA will review those responses to determine whether an alternate source is feasible
7. Fair and Reasonable Cost Determination - At the time of the award, the pricing was considered fair and reasonable for the supplies. The increased quantities contemplated by this modification exceed the original estimated quantity under the original contract; however, pricing for the excess quantities remained the same as for the original awarded quantities.
8. Market Research - The synopsis placed on the Government Point of Entry will serve as market research for this requirement. If DeCA receives any responses to this notice, DeCA will review and determine whether an alternate acquisition path is feasible.
9. Actions to Increase/Foster Competition - This J&A is for a limited scope to include only Option Year 4 to prevent a gap in deliveries. It will not serve as a long-term solution and a follow-on competition will be conducted for future requirements beyond Option Year 4. The agency is currently conducting market research in acquisition planning and anticipates a new requirement in FY24 which will be competed.
10. Other Factors -
Procurement History - The original contract was solicited as 100% Small Business set- aside. The contract number is HDECO4-19-D-0004 and was awarded on October 31, 2018 to begin on February 1, 2019; as a firm fixed price contract with a Base year and 4 Option years to Government Sales LLC.
11. Interested Sources - Sources were not sought due to being in the post award phase. The government intends to solicit sources utilizing full and open competition for the new requirement.
