NSWCCD Sole Source/Brand Name Justification Under SAT Rev 3 Template Effective February 2023

III. BASIS FOR DETERMINATION FOR USE OF OTHER THAN FULL & OPEN COMPETITION

Section II shows the description for the components in this procurement. National Instruments does have multiple federal resellers that have been determined to be capable of providing the equipment listed in section 1. The following are three companies that are capable of provided the necessary equipment; National Instruments Corporation, Ideal System Solutions, Inc, and Advanced Integration, LLC.

A. BRAND NAME:

Item required must be a brand name product, or feature of a product, particular to one manufacturer.

1. Restrictive Rights: The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.

2. Exclusive Licensing Agreements: The item or service is only available from the Original Equipment Manufacturer (OEM).

3. Other Reasons:

The National Instruments Inc. products listed above are required for the Structural Hull Monitoring DAS because of the system maturation, it is a currently used system by NSWC and has an Authority to Operate on board active Navy vessels. This system already procured for the Virginia Class Deep Submergence DAS. In order to maintain system commonality and minimize developmental hardware/software costs, we are able to use the same make and model hardware. In FY19, a competitive, open source, SAP procurement was done to determine the type of Data

CDAQ

units were selected through this process and procured through the SAP.

The plan is to use the lessons learned from the Columbia Deep Dive and Virginia testing to save thousands of dollars in material and labor, which would come about if Code 65 were to procure completely separate systems.

Structural Hull Monitoring will include *approximately 20 channels* worth of data which will be collected, saved, and analyzed through the hardware/software. The data will be fed to a central location on the vessel of opportunity and will be visualized real time by Ships Force to make immediate, decisive ship maneuvers to reduce loading on the ship hull. The CDAQ hardware and LabVIEW software are both owned by National Instruments and work in unison to provide a seamless system.

Each CDAQ unit can collect up to 16 channels worth of Strain/Bridge data. Each unit is also distributional meaning they can be daisy-chained together at varying distances. This is required due to distributed nature of the test, having instrumentation throughout the boat that needs to be collected at the same moment in time. Each unit is linked with the one before is and after it in the chain, sending and receiving both power and synchronization signals. This ability is critical in the success Structural Hull Monitoring effort and can only be done if all of the data collection units are the same make and model (National Instruments CDAQ Strain Input Device).

If the National Instruments devices are not procured for the Structural Hull Monitoring effort, a complete new system would be required. Not only would this increase the material cost of the procurement, but would also significantly increase the cost of the labor necessary to get the software and hardware tested, packaged. This would also negatively impact the Program Offices schedule to have a Structural Hull Monitoring system installed by Q3 of FY24.

1. Restrictive Rights: The source has established proprietary rights, limited rights in data, patent rights, NSWCCD Sole Source/Brand Name Justification Under SAT Rev 3 Template Effective February 2023
