FOR SIMPLIFIED ACQUISITIONS

From:

To: Code 02, Simplified Acquisition Branch

Subj: BRAND NAME JUSTIFICATION

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND DELIVERY REQUIREMENTS

NSWCCD, Code 897, Model and Fabrication Shop, requires the renewal of a software maintenance and support contract for MasterCam software. This requirement had previously been renewed under contract N00167190313. Code 897 would like to include four option years in addition to the original renewal year.

The total estimate of this purchase is $

The required delivery date is June 30, 2021.

Manufacturer Information: CNC Software, Inc

671 Old Post Rd Tolland, CT 06084

(860) 875-5006

2. SUPPORTING DOCUMENTATION FOR SOLE SOURCE BASED ON CONTRACTOR’S UNIQUE

QUALIFICATIONS OR NATURE OF THE ACQUISITION

Branch 897 uses MasterCAM CNC software to manipulate model data prior to moving the data to the CNC machines and making the wood or composite models. Branch 897 currently uses MasterCAM software. A different brand of software would essentially require a start from scratch effort to reproduce those designs. In addition, existing propulsor manufacturing schedules do not allow for retraining time on a different brand of software. The estimated time for retraining to the same level of proficiency with different software would be a minimum of six months and cost could equate to be approximately $ in labor and materials. The inefficiency in converting would also result in months of delay for new propulsor or model fabrication while an appropriate level of proficiency is acquired.

The delay would affect scheduled testing in the hydro facilities resulting in a loss of revenue for Division

89. Each facility has different testing rates. The amount of lost revenue is difficult to predict and depends on which projects experience delays during the conversion period. The purchase of the maintenance and support contract will also get us to the most current version of the software when they are released.

3. MARKET SURVEY

Cimquest is the vendor on the East Coast for maintenance and support contracts for MasterCAM.
