BRAND NAME JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS
From: , Code 633 To: Cognizant Code 02 Acquisition Branch
Subj: BRAND NAME JUSTIFICATION
1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND
DELIVERY REQUIREMENTS
Naval Surface Warfare Center, Carderock Division’s (NSWCCD) Environmental Engineering, Science and Technology Branch Code 633 is in need of a vacuum generation system using an in-line, double-stage pump design. This system will be used to evaluate the performance, durability, and reliability of the recent double-stage pump vacuum generation technology used onboard large commercial passenger vessels for sewage handling. NAVSEA 05P5/F has tasked Code 633 to perform this evaluation using the Evac EcoVac 175 vacuum generation system specifically due to Evac being the only brand that manufactures systems with the double-stage pump design. The acquisition of the system will support ongoing NAVSEA tasking to address issues inherent with using traditional sewage-powered ejector systems and to assess alternate vacuum generation designs that require less maintenance and reduce life cycle costs. The estimated cost of one double-stage vacuum generation system along with ancillary equipment and shipping is .

2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON BRAND’S
UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION
The double-stage vacuum generation system will be utilized to support Code 633’s efforts to provide solutions and identify potential new technologies for non-oily wastewater systems onboard US Navy ships. This procurement will enable the engineers at NSWCCD to conduct a planned laboratory evaluation of a vacuum generation system using in-line, double-stage pump technology. The results of the evaluation will allow NSWCCD to confirm whether the design can circumvent issues inherent with traditional ejector systems which include excessive heat, foaming, and clogging. The double-stage vacuum generation system being considered has already seen success on large passenger vessels such as cruise line ships, Military Sealift Command’s Expeditionary Fast Transport ships, and has been used as temporary back-up vacuum generation for the CVN 77 in port. The results of the laboratory evaluation will be used by the Navy to determine whether the system should be considered for installation on US Navy ships.
While both Jets and Evac have their own brand of in-line, helical screw pump systems available for purchase, only Evac supplies systems using the double-stage configuration. Evac developed the double-stage configuration which uses separate dedicated pumps for vacuum generation and separate dedicated pumps for waste discharge. This allows the system to meet the vacuum capacity demands for ships with larger crew sizes while being more energy-efficient and space-efficient than other designs. Approximately 12.5 Jets™ Edge S duo systems would need to be installed to provide an equivalent vacuum generating capacity of one Evac EcoVac 175 system.
The approach of purchasing 12.5 Jets™ Edge S duo systems would cost significantly more than purchasing one Evac EcoVac. The significant cost savings and space savings therefore make the Evac brand system the only acceptable option at these higher operating capacities.
NAVSEA 05P5/F has reviewed the research collected by Code 633 on the Evac EcoVac 175 and has directed Code 633 to pursue the system as the selected brand name test candidate.
Therefore, in accordance with FAR 13.106-1(b)(1)(i), the Evac EcoVac 175 system was determined to be the only viable option to meet the Government’s needs.
