About this file

This document is a Sole Source/Brand Name Justification for a federal contract opportunity under the Simplified Acquisition Threshold.

The justification is for the procurement of a Sitehawk System RF Cable and Antenna Analyzer, Wideband Power Sensor, Load Resistor, and associated freight from the manufacturer Bird Electronic Corporation. The Naval Surface Warfare Center Carderock Division requires this brand name equipment to perform Radio Frequency (RF) System Operational Verification Tests and troubleshooting on 40' Patrol Boats. The justification cites the unique capabilities and proprietary nature of the Sitehawk System that make it the only compliant product available. The related federal contract opportunity is a firm fixed price solicitation (N0016724Q0288) for the Sitehawk System, which is set aside for small businesses under NAICS code 513210. Responses are due by 10:00 AM ET on August 26, 2024 and should include company information and a point of contact.

III. BASIS FOR DETERMINATION FOR USE OF OTHER THAN FULL & OPEN COMPETITION

Naval Surface Warfare Center Carderock Division (NSWCCD), Code 8312 is currently funded to perform Radio Frequency (RF) System Operational Verification Tests (SOVTs) and troubleshooting on 40’ Patrol Boats (40PBs) on behalf of PMS300.

Bird RF SiteHawk Cable and Antenna Analyzer and peripheral components is an integral tool that enables Code 8312 to accomplish SOVT and troubleshooting analyses to meet the mission and sponsor requirements.

The compact handheld analyzer size allows for field use. Additionally, this is crucial for compatibility and consistency of analyzing systems currently used by the boat builders installing the radio systems onboard 40PB.

A. BRAND NAME:

Item required must be a brand name product, or feature of a product, particular to one manufacturer.

Bird RF has developed a powerful and compact handheld RF Analyzer within the required frequency range (1MHz to 4500MHz) that can be used onboard the 40PBs to verify installation, aid in troubleshooting and maintenance of RF systems.

The Analyzer can be used to locate RF cable, connector, and antenna problems at the source; test RF cables and antennas at the frequency of operation; plot VSWR or Return Loss levels at each distance point along the cable and antenna system;

with the Power Sensor connected can test radio systems power out and reflected power from the antenna or RF Cable;

Cable Insertion Loss over a given frequency range. Additionally, the Analyzer uses Frequency Domain Reflectometry measurement methods that will assist in an assessment of the health of critical components within the RF System. Bird
