JUSTIFICATION FOR AN EXCEPTION TO FAIR OPPORTUNITY

(ID/IQ TAKS ORDER/DELIVERY ORDER) SAT

1. Description of Supplies/Services.

The requested supplies services represent the minimum requirements of the government, which have been verified by the certifying technical and requirements personnel.

2. Regulatory Authority Permitting Other Than Full and Open Competition.

FAR 16.505(b)(2)(i)(C) The order must be issued on a sole-source basis in the interest of economy and efficiency because it is a logical follow-on to an order already issued under the contract, provided that all awardees were given a fair opportunity to be considered for the original order. [When utilizing this exception, the rationale shall describe why the relationship between the initial order and the follow-on is logical (e.g., in terms of scope, period of performance, or value).]

FAR 16.505(b)(2)(i)(D) It is necessary to place an order to satisfy a minimum guarantee.

3. Rationale Justifying Use of Cited Regulatory Authority.

a.) The Items Described in Paragraph 1 Must Be Compatible In All Aspects (Form, Fit And Function) With Existing Systems Presently Installed.

b.) A Patent, Copyright, or Proprietary Data Limits Competition.

c.) The Items Described in Paragraph 1 are “Direct Replacements” Parts/Components for Existing Equipment.

d.) Foreign Military Sales (FMS) Supported By A Case Letter.

The additional plugins from Elastic are required because we currently are already using the core products from the company for our initial roll-out for enterprise logging of our systems. To become fully information assurance (IA) compliant, we will need to provide token authentication and additional security measures that the X-Pack package contains. In order for CCRN to do this function, we would need our senior Linux administrator to first research and learn the authentication stack for Elasticsearch, Logstash, and Kibana which will take a more than 6 months.

Afterwards, we would then need software developers to implement the requirement from our senior Linux administrator to ensure the application can talk with our identity manager to authenticate users securely. With testing and deployment, this can be another year of several developers. Total cost of trying to run a proprietary implementation of an authentication stack would be 3 man years ($231,000/year X 3) which is $693,000. There are also unforeseen maintenance costs as well. It would be cheaper and less risky to just buy the authentication stack from Elastic and have this company do the maintenance.

This procurement is the renewing of expiring Elastic. By renewing the expiring licenses, the Government insures users have the latest updates and technical support available to meet mission requirements

4. Implication of Procuring another Brand/Manufacturer.

a.) Unacceptable Delays in Fulfilling the Agency’s Requirements.

b.) Substantial Duplication Of Cost To The Government That Is Not Expected To Be Recovered Through Competition.

c.) Other: If required, discuss any other implication of procuring another brand/manufacturer.

5. Actions to Remove Barriers to Competition.

Splunk was looked at as a different product to solve our enterprise logging requirement. This brand is not acceptable because the system is cost-prohibitive to our operations. Splunk charges on a per gigabyte basis and with logs from all of our systems (network switches, databases, workstations, servers, and HBSS) CCRN would not be able to afford to pay the monthly cost associated to this product. Also, Splunk does not integrate with our current Elastic core stack and is its own logging solution. Our system administrators would need to be trained on a brand new system which includes understanding the new graphical user interface (GUI), creating new dashboards and reports, and fixing current scripts to ingest the data correctly into Splunk instead of Elastic. The cost of getting our 15 administrators trained up on a brand new logging system would be ($5,000 x 15) $75,000. The additional cost to creating new dashboards and fixing current scripts would be to add 1 full man year ($231,000) to a developer to test and deploy ingesting our current logs into the new system. We would then need the developer 25% time ($57,750) for maintenance of the system. With a large volume of logs that need to be analyzed on our network, Splunk can do the same functions as Elastic, but the costs are prohibitive to our operation.
