USE OF OTHER THAN FULL AND OPEN COMPETITION LESS THAN SIMPLIFIED ACQUISITION THRESHOLD MEMO

FROM:

CODE:

SUBJECT: Brand Name Justification for a FLIR Maritime M300C and M400XR cameras

I. BACKGROUND

1. FAR 13.106-1(b)(1)(i) states for purchases not exceeding the simplified acquisition threshold, Contracting Officers may solicit from one source if the Contracting Officer determines that the circumstances of the contract action deem only one source reasonably available.

2. As required by FAR 13.106-3(b)(3)(i), this memorandum explains the absence of competition for this acquisition, as only one source will be solicited for this requirement (or for a portion of the requirement) and the requirement is not expected to exceed the simplified acquisition threshold.

3. This memorandum is derived from Enclosure 3, Department of Navy Simplified Acquisition Procedures Guide (April 2018) and is only applicable to acquisitions under the SAT.

II. DESCRIPTION OF ITEM OR SERVICE

Code intends to purchase one (1) FLIR Maritime M400XR camera and one (1) Flir Maritime M300C camera, with accessory Joystick Control Unit (JCU2) with PoE Injector Kit. Estimated total cost is $ .

MANUFACTURER: TELEDYNE FLIR

ADDRESS: 27700 SW Parkway Ave., Wilsonville, OR 97070

PHONE: 503-381-5805

POC: Andrew Cox

III. BASIS FOR DETERMINATION FOR USE OF OTHER THAN FULL & OPEN COMPETITION

☒ A. BRAND NAME:

Item required must be a brand name product, or feature of a product, particular to one manufacturer.

· 1. Restrictive Rights: The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.

· 2. Exclusive Licensing Agreements: The item or service is only available from the Original Equipment Manufacturer (OEM).

☒ 3. Other Reasons:

One of NSWCCD Code ’s missions is the measurement of the RF Signatures of US Navy ships in real-world environments. These measurements require the collection, analysis and assessments of the frequency, amplitude, duration of RF Signatures, etc. During trials, Navy ships need to be configured differently at different times.

Under no light and sometimes rough sea condition, it is impossible to verify if the configurations are correct as compared with predetermined run matrix. The multi-sensor marine camera is a tool that can assist radar operators to confirm if the test vessel is properly configured before proceeding the runs as well as for aiming the antennas to the target during day and night operation.

The M300C is a maritime pan, tilt, zoom (PTZ) visual and Infrared (IR) camera that is gyro stabilized, and provides an image based tracking solution. Because the PTZ camera is gyro stabilized, it allows distant targets to be tracked from moving platforms (like boats and barges) even as the platform supporting the camera maneuvers. Because of the image-tracking feature, the camera will output the geolocation of the tracked image once trained on an object by an operator. NSWCCD Branch has trials scheduled that require monitoring of cooperative vessels at various ranges. As part of those trials, signature sensors in ’s existing inventory need to be aimed at the cooperative vessels.

The Flir M400XR allows long-range tracking of a cooperative vessel under investigation, and provides a local system solution for track (avoiding the need for radio links, positioning equipment, and connections between systems at different classification levels on the investigated vessel and the remote signature sensor systems). Trials are currently limited to daylight operations because of existing visual tracking limitations. There are security considerations that are driving a shift to night ops. As the M400RX includes IR capability, the visual tracking impediment to night ops will be eliminated. As the signature sensors can be employed from shore or from moving platforms (boats, barges, or aircraft), the gyro stabilized image and tracking solution will enable increases to overall signature system performance while reducing the overall cost to operate trials.

The existing shore based camera library of Code requires units that have unique gyro-stabilization, low light condition, and target tracking features and will be compatible with the existing FLIR camera library and accessories. Characterization and calibration of the new imager will be performed using the tools already developed by Code that function with FLIR imagers. These tools are known to work with FLIR imagers, and have not been vetted to work with any other infrared camera manufacturers. Selecting an alternative imager would require re-developing of tools, and evaluating its characteristics in multiple environments.

· B. SOLE SOURCE (select all that apply)

· 1. Restrictive Rights: The source has established proprietary rights, limited rights in data, patent rights, copyrights, or secret processes in the item or service required.

· 2. Exclusive Licensing Agreements: The item or service is only available from the Original Equipment Manufacturer (OEM), or there is only one authorized distributor or technical representative for the OEM.

· 3. Other Reasons:
