I. Contracting Activity.

II. Nature and/or description of the action being processed.
The 76th Aircraft Maintenance Group (AMXG) requires the purchase for RPB protective expendables. The purpose of this Brand Name Justification (BNJ) is to specify RPB protective equipment prescribed by the specifications stated below for use on multiple aircraft.
The 569th Corrosion Control Squadron uses Supplied Air Respirator Hood (SAR) Systems during paint and de-paint processes to protect employees from hazardous materials. They currently utilize 3M system. , 3M notified the Government of the discontinuation of the H-Series protective equipment that the Government utilizes and the replacement system does not offer a bump cap version which is a requirement in the 569th (see Product Discontinuation Notification). Any SAR system has to be approved by the Tinker Bio-Environmental Engineering Flight and must pass NIOSH certification; furthermore, 3M and RPB T-Link are the only approved SAR systems on Tinker Air Force Base (TAFB).
The proposed strategy for this requirement is to issue a one-time Firm-Fixed price commercial contract utilizing Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Products and Commercial Services, and Part 13, Simplified Acquisition Procedures. The one-time purchase approach is appropriate for this effort to allow the purchase of the complete Respiration Kits and its accessories in order to avoid a work stoppage. There will be a follow-on execution of a BPA in order to allow for the purchase of protective expendables that are used on a regular basis.
III. Description of supplies/services required to meet agency needs.
The 76th AMXG is requesting the utilization of funds for the RPB Brand Name purchase. The requested equipment item description/specifications are outline below:
A. RPB T-Link Respirator Kit: P/N 17-115-12-SR
- Quantity: 600 each
- Kit to include One (1) each of the following:
*RPB T-Link bump cap assembly: P/N 17-110 *RPB TyChem 2000 Hood: P/N 17-712 *RPB SAR Breathing Tube: P/N 04-833A *RPB C40 Climate Control Device: P/N 03-504
B. RPB 50ft Breathing Air Hose: P/N 04-342-50 -Quantity: 600 each -3/8" inner diameter 1/4" Schrader fittings, one male and one female fitting.
C. RPB Paint Hood - TyChem 2000 Full Hood: P/N 17-712 -Quantity: 4,000 each -Shall mount directly to the head suspension system and rotate with the user's head to increase safety and prevent face strikes/smears.
-Shall have an Assigned Protection Factor of 1000.
-Shall be NIOSH CAR (Type C) approved.
D. RPB Chemical Hood - TyChem 4000 Seal Seam Full Hood: P/N 17-713 -Quantity: 1,250 each -Shall mount directly to the head suspension system and rotate with the user's head to increase safety and prevent face strikes/smears.
-Shall have an Assigned Protection Factor of 1000.
-Shall be NIOSH CAR (Type C) approved.

Based on Market Research, it has been determined that this will be set-aside for small business as the OEM and multiple vendors are small businesses.
VII. Determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
The Contracting Officer (CO) will utilize price competition IAW FAR 13.106-3(a)(1), to ensure the price is fair and reasonable. Specifically, the CO will compare the quotes received to one another for price competition. If only one quotation is received, then the CO will compare the proposed price to the Independent Government Estimate (IGE) as well as the multiple ROMs received from industry. The CO will ensure that the deliverables described herein are priced at a fair and reasonable rate to the Government. The Contractor may be required to provide other than certified cost and pricing data to supplement our comparison of the IGE and the ROMs. Based on the foregoing, the CO hereby determines the anticipated price will be fair and reasonable.
VIII. Description of the market research conducted and the results, or a statement of the reasons market research was not conducted.
Market Research was performed by conducting Internet searches and resulted in multiple small businesses that are able to provide the complete list of items to the Government. Reviewing Dynamic Small Business Search (DSBS) and System of Award Management (SAM) databases using North American Industry Classification System (NAICS) Code 339112 looking for any company that could provide this service. A review of small businesses including: 8(a), HUBZone, Service Disabled Veteran Owed Business, and Women Owned Small Business was conducted in search of a company that could provide this commodity. The following Small Businesses found were:

IX. Any other facts supporting the use of Other Than Full and Open Competition.
