BRAND NAME JUSTIFICATION FOR SIMPLIFIED ACQUISITIONS

From:

To: Code 02 Simplified Acquisition Branch

Subj: BRAND NAME JUSTIFICATION for FLIR Cameras

1. DESCRIPTION OF REQUIRED SUPPLIES/SERVICES, ESTIMATED VALUE, AND DELIVERY REQUIREMENTS

Naval Surface Warfare Center Carderock Division (NSWCCD) Code intends to purchase three separate infrared cameras. The cameras will be used to make calibrated infrared measurements. The first camera (FLIR A655sc) is functional in the long-wave infrared (LWIR) waveband, and contains a Vandanium-Oxide based detector array. This camera will be a replacement for a broken camera currently in Code possession. The other two cameras (FLIR A8581sc) are functional in the mid-wave infrared (MWIR) waveband, and contain an Indium-Antimony (InSb) based detector. The communication protocols, optics, sensitivity, uniformity, and characterization of the cameras must meet specific standards to make the quality measurements expected by our sponsors.

The total estimated cost for the purchase is $ . Item list follows below. FLIR A655sc, 640x512, f/2.5, with the 25mm (25° Field of View) lens option.

FLIR A8581sc InSb (3.0 -5.0μm), 1280x1024, f/2.5, with the 17mm (48.62° Field of View), and 200mm (4.4° Field of View) lens options. Original Equipment Manufacturer (OEM):

FLIR Commercial Systems Inc.

2. SUPPORTING DOCUMENTATION FOR BRAND NAME BASED ON CONTRACTOR’S UNIQUE QUALIFICATIONS OR NATURE OF THE ACQUISITION

NSWCCD Code mission is to support the NSWCCD Signature Department by providing infrared and electro-optical signature guidance on Navy assets. To accomplish this mission, scientific-grade sensors are required to collect calibrated imagery. These sensors must be rigorously characterized and used with custom in-house developed software for control and data capture.

The FLIR A655sc camera has already been used in the field to perform infrared measurements. By using the exact model, Code is able to trust the fidelity between measurement events with higher confidence.

The FLIR A8581 camera model uses the same structure as FLIR cameras previously owned by Code . Characterization and calibration of this particular imager will be performed using the tools already developed by Code that function with FLIR imagers. These tools are known to work with FLIR imagers, and have not been vetted to work with any other infrared camera manufacturers. Selecting an alternative imager would require re-developing of tools, and evaluating its characteristics in multiple environments.

In order to meet the schedule and receive the best value for the Government, Code 742 recommends the procurement and use of the FLIR A655sc and FLIR A8581. Therefore in accordance with FAR 13.106-1(b)(1)(i) the circumstances of this contract action deem only FLIR brand cameras to be reasonably available.

3. MARKET SURVEY

Quotes for the FLIR A655sc and FLIR A8581 were received from FLIR Commercial Systems, Inc.

Other FLIR distributors contacted that do not sell the FLIR A655 or FLIR A8581 include: Digikey, Allied Electronics, Aramsco, Monroe Infrared, Global Test Supply, Techni-tool, and Mid-State Instruments.

4. ADDITIONAL FACTS

There is a wide array of quality and price ranges available in the market for standard and scientific grade infrared imagers. The mission of Code requires very high performance scientific sensors which precludes the possibility of using the lower quality options in the market.

5. CUSTOMER SIGNATURE:

I certify that the statements and information provided above, are complete and correct to the best of my knowledge. I understand that the processing of this brand name justification precludes the use of full and open competition.
