About this file

This document is a Justification for Urgency for a simplified acquisition under $250,000. It describes the need for six specific parts for a critical furnace that has failed, including casting, insulators, and upper, center, and lower sidewall elements. The required delivery date is September 1, 2024, and if this deadline is not met, it will cause delays to multiple availabilities at an estimated cost of $50,000 per day per availability. The parts are necessary to get Furnace #9 back online, which is critical for forgings over 20 pounds. A timeline is provided showing the furnace failure was reported on June 4, 2024, and the quote from the vendor was not received until July 25, 2024. The minimum quantity required by the RDD must be purchased under urgency, as no extra parts are being ordered.

The related federal contract opportunity is a solicitation for the Element Hanger, with a solicitation number of SPMYM224Q2222-0003. It is posted on the SAM.gov website, and electronic submission of quotes is available through SAM. Bids must include a signed and completed solicitation, and contractors required to implement NIST SP 800-171 must have a current assessment. COTS items are exempt from this requirement.

3. Required Delivery Date (RDD): Sept 1, 2024

4. Describe the resulting damages if the above required delivery date is not met. Explain why the service/material is needed and what will happen if it's not received by the RDD. (As necessary, describe the impact on overhaul/availability schedules, impact to base suppoti, personnel safety issues, potential environmental damages, etc.) The impact should be expressed as the daily cost (labor, material, etc.) to the government for each day of delay beyond the RDD.

Material is required to get Furnace #9 back online. This furnace is needed specifically for forgings that are 20+ pounds which require quenching, such as: rudder, shaft, or fairwater keys, slugging wrenches, bushing guides, seal rings, bore plugs, large fasteners, large CRES forgings (not all inclusive). This will cause delays to multiple availabilities, with an estimated cost of

50k per day, per availability.

5. Lack of prior planning does not support urgency. Please provide a timeline beginning on the date the need was first identified and ending on the date the requisition was submitted to the Purchase Branch. Why is the claimed "urgency" not the result of a lack of advanced planning?

This purchase is a result of a criticality 1 furnace element failing. The furnace failure to come to temp was repotied on 6/4/2024 and after extensive troubleshooting it was determined that the elements had failed. Through communications with the vendor who had to locate a source for the material to make these elements we did not receive a quote until 7/25/2024. As we waited for the quote red work stmied to stack up for this furnace.

6. Only our minimum current requirements can be purchased under conditions of urgency. What is the minimum quantity that must be obtained by the RDD? Why can't some of the total required quantity be procured under urgency while procuring the remaining items/services through the normal procurement process?

The parts being ordered are the parts we need to get this furnace back up and operating properly. No extra parts are being ordered.

I CERTIFY THAT STATEMENTS CHECKED ABOVE ARE COMPLETE AND CORRECT TO THE BEST OF MY

KNOWLEDGE AND DO NOT CONTAIN CLASSIFIED INFORMATION. I UNDERSTAND THAT PROCESSING
