About this file
This document is a justification for limiting competition for a sole source contract award. The U.S. Army Contracting Command Aberdeen Proving Ground plans to award a firm-fixed price contract to Forcepoint for implementation and accreditation of Forcepoint Data Diode and Commercial Solutions for Classified Continuous Monitoring systems at Fort Gordon, Georgia. The period of performance is 24 September 2023 through 28 September 2024, with an estimated value of $1 million to be funded by Fiscal Year 2023 Army operations and maintenance funds. National Cross Domain Strategy and Management Office regulations require that only Forcepoint, as the developer of these systems, can complete the work due to the major upgrade and independent validation requirements. A market survey found no other qualified vendors able to meet the criteria. Solicitation number W91RUS23R0047 will be posted to the System for Award Management for this sole source award to Forcepoint.

National Cross Domain Strategy and Management Office (NCDSMO) regulations state that only Forcepoint may complete the work specified in this action as this constitutes a major upgrade mandating a third-party validation which must be completed by Forcepoint. In NCDSMO-R- 00003-004, Security Assessment of Cross Domain Solutions: Process and Requirements, Section 2.6, (U) Site-Based Security Assessment (SBSA), it states that The SBSA is performed at the customer site and conducted by the customer in coordination with the Cross Domain Support Element (CDSE) and CDS developer, who in this case is Forcepoint. It further states that, the customer site is usually the location where the CDS will be operated, which is Fort Gordon, GA.
Furthermore, in NCDSMO-R-00015-001, CDSE 101: Guidance and Requirements, Section 3, Terminology, it defines SBSA as testing, which is performed by an independent team at the CDS installation site, verifies the correct implementation and configuration of the CDS, examines the site’s security posture as well as the site policies and procedures that address /management and operational security controls, and assesses any countermeasures required to mitigate lab-based security assessment (LBSA) findings. Also, in NCDSMO-R-00002-003, Versioning and Patching Requirements for Cross Domain Solutions, it shows that this is a major versioning change, requiring a SBSA, which as shown in the policies above, require an independent team, preferably the CDS developer to perform.
