JUSTIFICATION AND APPROVAL
FOR USE OF OTHER THAN FULL AND OPEN COMPETITION
1. Contracting Activity.
Naval Air Warfare Center Aircraft Division (NAWC-AD) Patuxent River, MD
2. Description of the Action Being Approved.
This Justification and Approval (J&A) authorizes and approves the issuance of a Firm-Fixed Price contract action on a sole source basis to Pratt & Whitney Measurement Systems, Incorporation (Pratt & Whitney); 66 Douglas Street, Bloomfield, CT 060002-3619 for the procurement of Calibration Standards (CALSTDs) ancillary equipment, is used by Metrology Calibration (METCAL) Program.
It is requested that Pratt & Whitney be approved as the sole source supplier for the METCAL program.
3. Description of Supplies/Services.
The procurement of CALSTDs ancillary equipment for Aviation Fleet Intermediate Calibration Activities, Fleet Training Activities, and Aviation Navy Calibration Laboratories (NCLs) to support Aviation Organizational and Intermediate level maintenance assets, which is used by the METCAL Program, which supplies all of the Navy and Marine Corp Calibration Laboratories test equipment worldwide. The procedures of Part 13.5 and Part 12 will be utilized for this commercial acquisition.
The specific CALSTD ancillary equipment consists of the following items:

The estimated total value of the contract covered by this J&A is $598,780.00 and is expected to be awarded in FY20. The anticipated delivery date is 6 weeks after contract award.
4. Statutory Authority Permitting Other Than Full and Open Competition.
10 U.S.C. 2304(c) (1), only one responsible source and no other supplies or services will satisfy agency requirements.
5. Rationale Justifying Use of Cited Statutory Authority.
Pratt & Whitney is the Original Equipment Manufacturer (OEM) of the current fleet assets. Use of OEM ensures standardization and compatibility with existing model and support systems and minimizes critical measurement uncertainties due to operational and performance similarities.
Due to the equipment being highly specialized, the parts from the OEM are the only ones that can fit the pressure calibration of the support equipment. This laser-based Universal Measuring System is designed for high accuracy Inner Dimension/Outer Dimension (ID/OD) gage calibration. Features include computer control, air bearings, bidirectional probes, and constant measuring force. These features offer guaranteed repeatability and operator independent reproducibility with unmatched speed. These models are being procured for use with NAVAIR workload Instrument Calibration Procedures (ICP's).
Per NAVAIR METCAL Subject Matter Experts, an attempt to introduce a new model number would require a total of 7 instrument calibration workload procedures to be duplicated. Each procedure includes: procedure re-write, bench-test, quality assurance check, calibration interval analysis and/or change as required, publication costs, data element/database support/updates at a cost of $21,285.00 per procedure for a total cost of $148,995.00 resulting in a substantial duplication of cost to the Government that would not be recovered through competition.
Additionally, Pratt & Whitney has proprietary rights to the design, engineering and documentation of the associated parts. An attempt to use an alternate model would lead to incompatibility and interchangeability issues due to the mandatory requirements set by Measurement Science Department, Corona, CA, and used in NAVAIR ICP’s. Deviations from established procedures or equipment substitutions would lead to failure to meet these requirements. The utilization of the same calibration equipment, standards and, techniques to support similar workloads has minimized the number of calibration procedures used Navy-wide, reduced the training requirements, caused fewer interface problems between equipment, and reduced calibration time and improved compatibility between calibration laboratories. No other product meets the Government’s requirements, therefore procurement, approval, acceptance and distribution of any new source would be cost prohibitive, and would ultimately have a negative impact on fleet readiness. Pratt & Whitney’s CALSTD ancillary equipment’s scale, design, and proven calibration activities will reduce program risk, schedule, and cost.
A Notice of Intent was posted to Beta-SAM on 31 July 2020 for a period of 15 days. No response were received. Pratt & Whiney is the only source with the requisite knowledge, experience and technical expertise for calibration equipment as necessary for the METCAL program in a timely and cost effective manner.
6. Description of Efforts Made to Solicit Offers from as Many Offerors as Practicable.
As described in paragraph 5 above, NAVAIR METCAL Subject Matter Experts who support the Engineering Group are familiar with current trade studies and the technology environment. The Subject Matter Experts regularly conduct market research by utilizing various web searches and staying current on the marketplace for these items. The Subject Matter Experts are unaware of any other sources that are capable of satisfying the Government’s requirements.
No additional market research was conducted because it is not practicable, for the reasons discussed in paragraph 5 above, for any company other than Pratt & Whitney to provide the required supplies and services. Purchasing a brand other than Pratt & Whitney would require a duplication of work and cost for the Government.
A synopsis of the proposed procurement will be published in the System Award Management (SAM) Beta and in accordance with FAR Part 12, the Government will issue a Request for Quotation (RFQ) for this sole source requirement for a period of 15 days.
7. Determination of Fair and Reasonable Cost.
In accordance with FAR 15.402, the Contracting Officer shall ensure that all supplies provided under this contract are procured at a fair and reasonable price. An analysis of the proposals will be performed by the Contract Specialist. The Contracting Officer will use price analysis as the basis of determining the price as fair and reasonable for the Tire Gauge Calibrator and Master Gauge covered by this J&A. Information related to prices including established catalog prices and previous procurement for commercial and Government purchases will be utilized in justifying a fair and reasonable price.
8. Actions to Remove Barriers to Future Competition.
For the reasons set forth in paragraph 5, NAVAIR has no plans at this time to compete future contracts for the type of supplies covered by this document. NAVAIR METCAL Subject Matter Experts will continue to conduct market research to allow for future competition. If another potential source emerges, the contracting activity will assess whether competition of future requirements is feasible.
