OTA Q&A
1. If a company bids for the consortium manager, does that preclude them from also bidding as a sub and/or supplier to the consortium winner?
Answer: You would be unable to bid as a sub if you were the consortium manager. Please also see questions asked at the Industry Day and the answers that were posted:
35. If the consortium manager has teammates can the teammates bid?
Answer: Consortium manager cannot be awarded as a prime or sub. If there is a direct link to the company of the consortium manager, such as subsidiaries, then they can’t compete for the project awards.
2. Section 3.3.2, Page 4 of the subject solicitation states 1. “How the objectives listed above would be addressed…” do the “objectives” refer to those stated in Section 2.2?
Answer: It would include all of the Government’s objectives listed in the solicitation including those in Section 2.2
3. Taking into consideration the 20 page limit, is it necessary for Offerors to have our “Proposed process for handling sensitive materials (FOUO, proprietary, etc.)” in proposal Sections 1 and 2?
Answer: You may place the information in only one of the Sections and put please see other section in your proposal for the second section.
4. When exactly are the funds disbursed to the consortium and cost sharing?
Answer: This will be dependent on the proposed fee structure by the consortium manager and the tasks awarded under the consortium.
5. Would the Government consider sponsoring Facility Clearance (Secret, Top Secret) of the winning offeror?
Answer: The Government will look at this on a case by case basis depending on the requirements of the tasks.
6. Do Title Pages, Tables of Contents/Figures, and Acronym pages count against the page limit?
Answer: No, the Title Pages, Table of Contents and Acronym pages do not count towards the page limit.
