BACKGROUND

The NOAA SHIP Reuben Lasker was built by Marinette Marine Corporation, commissioned on May 2, 2014, and is a Fishery Survey Vessels (FSV) operated by NOAA. The Reuben Lasker is one of the most technologically advanced fisheries vessels in the world. The ship’s primary objective is to support fish, marine mammal, and turtle surveys off the U.S. West Coast and in the eastern tropical Pacific Ocean.

REQUIRED TASKS

1. Contractor shall attend a kick-off meeting within 5 days of award.

2. Contractor is responsible for access to port facility for all personnel (subcontractors, employees, vendor, etc). Access will require a TWIC or CAC ID card for each individual or a TWIC and port facility training to escort personnel.

3. Contractor shall hold twice weekly production meetings with GOV, and shall move to daily meetings at the request of the CONREP.

4. Contractor shall provide, 7 calendar days after award, a schedule that demonstrates an understanding of workscope and identifies completion of the package within the period of performance5. Contractor shall clean-up each day before leaving ship.

6. Contractor work hours onboard vessel shall be between 0800-1700.

7. Contractor is responsible for all costs and meeting all requirements associated with ABS surveyor inspections.

8. Contractor shall notify cognizant GOV representative, ABS, and USCG a minimum of 4 hours before inspection, demonstration, test, etc.

9. Vendors are urged and expected to inspect the sites where services are to be performed aboard the Reuben Lasker and to satisfy themselves regarding all general and local conditions, (including locations, interferences, tolerances and necessary “work-arounds) that may affect the cost of contract performance, to the extent that the information is reasonably obtainable. In no event shall failure to inspect the sites constitute grounds for a change order or claim after contract award.

10. Within the scope of this Work Package, complete each Work Item in accordance with the appropriate General Technical requirements (GTRs). Where a work item has special requirements that differ from the GTRs, the requirements of the Work Item shall govern.

Where there are no special requirements invoked, then the GTRs shall govern.

11. Work items and references provided by the Government to the Contractor do not fully describe all work required to meet regulatory requirements. The Contractor shall ensure that work complies with regulatory requirements in accordance with ABS and USCG standards.

12. All new equipment shall be Contractor Furnished unless specified in each work item.

13. All new equipment shall meet ABS and USCG standards.

14. All modification work requires that new materials (e.g., pipe, plate, etc.) be certified with supporting mill sheets traceable to heat numbers stamped on the material. Material marking shall be verified by the attending ABS and/or USCG Surveyor prior to cutting of material for production. If the material is not marked, chemical analysis and destructive tests in accordance with Part 3 of the Steel Vessel Rules (SVR) may be required to prove compliance.

15. All welding work must be accomplished using ABS-approved Weld Procedure Specifications (WPS) with supporting Procedure Qualification Records (PQR), and the work must be accomplished by ABS-approved welders with supporting Welder Qualification Record (WQR).

5.3 The man-hours of labor contained within this item are in addition to those required to accomplish work specified within the remaining specifications.

5.4 By definition, there are 8 hours in a man-day.

5.5 The man-hours and material cost estimates specified herein are for evaluation of proposals only.

The provided burdened man-hour rates shall remain in effect for the entire life of the contract.

Pursuant to the “Changes – Ship Repair” clause, the Government reserves the right to award or not award any portion up to or beyond the estimates set forth herein.

6.0 QUALITY ASSURANCE REQUIREMENTS:

6.1 None additional.

7.0 STATEMENT OF WORK:

7.1 The rate for all man-hours of labor, to be used for emergent work if ordered by the Contracting

Officer pursuant to the “Changes – Ship Repair” clause or mutually agreed upon by the parties by supplemental agreement to accomplish additional work not required elsewhere in the work items, shall be established using this item. For bidding purposes, estimate 500 man-hours worth of emergent work for this item

7.2 Indicate in the “Bid Schedule” the total man-hour rate to be used in evaluation of the proposal and also to be used for negotiating changes as required by the “Changes – Ship Repair” clause. This rate shall be a flat rate to cover the entire effort and shall be burdened to include:

Necessary support functions should be priced into the burdened rate for production man-hours. Examples of support functions include Engineering (support), Estimating, General Labor, Firewatch, material Handling, Planning, Quality Assurance, Security (General), Supervision, Surveying, Testing, and Transportation.

7.2.3 Other indirect charges including but not limited to the following: overhead, general and administrative, support functions, facilities, and capital cost of money and profit for the contractor.

7.3 All material costs, including subcontract, shall be paid based on the price paid to the supplier plus the markup identified in the “Bid Schedule”. For bidding purposes estimate $20,000 worth of additional material for this item.

7.4 Full award of this work item shall not in itself justify an extension to the original contract completion date.

1.1 This work item describes requirements to relocate the HAZMAT LKR (1-78-4) exhaust (E09) goose neck such that the exhaust outlet is a minimum of 120” from the nearest electrical device.

6.1 Upon completion of all work; deck surfaces, bulkheads, new surfaces, and any areas of disruption shall be painted/repaired.

7.0 STATEMENT OF WORK:

7.1 Remove E09 - exhaust piping goose neck just above the deck webbing support on the 01 level beneath the work boat.

7.2 Install new 4” CRES piping with same schedule as existing such that the new piping runs under the

Miranda davit boarding steps. This piping run shall terminate just aft and inboard of the leading edge of the forward Miranda davit leg. Piping shall be required slope such that standing water cannot collect and pool in the piping run.

7.3 A goose neck will be in installed in a vertical orientation at the termination of the new piping run such that the termination is at least 760 mm above the deck. The CONREP shall approve the final location.

The goose neck previously removed may be reused but must be renewed. If new goose neck is fabricated, the new goose neck shall have approved closure.

7.4 Install pipe hangers to support this piping run in accordance with Reference 2.1.4

7.5 Conduct air test on all new piping and penetrations by this work item in the presence of ABS and

COR. Repair air leaks as required.

7.6 Prepare and paint all new and modified areas in accordance with reference 2.1.2.

7.7 Label piping with name and flow direction similar to existing piping.

7.8 Red-line Reference 2.1.3 showing as-built condition and provide to COR.

8.0 GENERAL REQUIREMENTS:

8.1 All piping and associated piping components (including, but not limited to valves, collars, hangers, transitions, couplings, terminations, etc.) shall be installed in accordance with References 2.1.3 and 2.1.4.

7.0 STATEMENT OF WORK:

7.1 Two fire and gas tight dampers shall be fitted on the aft bulkhead of the READY ROOM (1-70-4)

7.1.1 The dampers shall be Halton FDB2 Gas and Fire Tight Damper and shall be Government

Furnished Equipment (GFE). These items are long lead time and will not be provided to contractor until at least May 1, 2015. All associated wiring, cabling, hangers, mounting, and fittings shall be provided by contractor.

7.1.2 Fit the square dampers to the round supply and exhaust ducting running from the HAZMAT/PAINT LKR (1-78-4) and reconnect to the round supply and exhaust ducting – see Figure 1. All material for these connections shall be stainless steel, gas tight, and provided by the contractor.

7.1.3 Power cables shall be run from for the dampers to circuit Panel SCP108A located in ACCESS (3-68-2). Note – Panel SCP108A has two existing spare 30 amp breakers and ten available blanks. New breaker with correct amperage shall be supplied by contractor if existing spare is not correct amperage. Note - There is an existing cable transit between the two compartments. See Figures 5 & 6.

7.1.4 Cables shall be run in appropriate wireways, properly segregated to prevent EMI from other cables. Newly installed cables shall be tagged/labeled with stainless steel or aluminum cable tags at each end and on each side of a bulkhead penetration.

7.1.5 Two FD-CON-2 switches shall be mounted in the READY ROOM (1-70-4) and connected to respective damper for local control. Each switch LED indicator circuit shall be connected to indicate respective damper position. Location of switches shall be approved by cognizant NOAA Rep. Both dampers shall secure when the CO2 system for the HAZMAT/PAINT LKR (1-78-4) is actuated, when the CO2 system for the SCIENTIFIC HAZMAT LKR (1-70-2) is actuated, and when respective switch is selected to “close”.

7.1.5.1 Please note Figure 4, 7, and 8 detail the pressure switch connections that will be required to ensure damper closure when the CO2 system is actuated.

7.2 Supply ventilation ducting for the HAZMTL/PAINT LKR (1-78-4) and SCIENTIFIC HAZMAT LKR

(1-70-2), shall be rerouted to the supply duct in the ACCESS (3-68-2). New section shall have I.D.

100mm and A-0 rated gas tight piping suitable for use with a CO2 system.

7.2.1 The existing ducting section located in the DK LKR (1-78-2) shall be removed between the chill water heat exchanger and the bulkhead to HAZMTL/PAINT LKR (1-78-4) – see Figure 10.

7.2.2 The duct bulkhead penetration between DK LKR (1-78-2) and HAZMTL/PAINT LKR (1- 78-4) shall be sealed closed with continuously welded steel sleeve of the same thickness as the surrounding bulkhead.

7.2.3 A new supply duct shall be installed from the chill water heat exchanger through forward bulkhead of the DK LKR (1-78-2) into the Access (3-68-2) – see Figure 9. A sleeve shall be inserted in bulkhead penetration and sealed to bulkhead with continuous weld.

7.2.4 New ducting shall tee into existing supply ducting, located at forward end of ACCESS (3- 68-2) – see Figure 6. HAZMTL/PAINT LKR (1-78-4) and SCIENTIFIC HAZMAT LKR (1-70-2) shall have flow in accordance with FSV6-512-01.

7.2.5 Supply duct shall be insulated or of the double walled variety.

7.3 Two fire and gas tight dampers shall be fitted near the furthest aft bulkhead of the SCIENTIST’S

READY ROOM (1-63-2).

7.3.1 The dampers shall be Halton FDB2 Gas and Fire Tight Dampers and shall be Government

Furnished Equipment (GFE). All associated wiring, cabling, hangers, mounting, and fittings shall be provided by contractor.

7.3.2 The dampers shall be mounted either directly to the bulkhead or to the existing duct collars from the Scientific HAZMAT LKR (1-70-2) – see Figure 3.

7.3.2.1 All piping/duct connections from Scientific HAZMAT LKR (1-70-2) to damper shall be gas and fire tight and made from stainless steel.

7.3.3 Once dampers are mounted and fit in place, new ducting shall be installed to complete connections to the existing supply and exhaust ducts. This ducting is to be provided by the contractor.

7.3.3.1 All supply ducting shall be insulated.

7.3.4 Power cable shall be run from for the damper to same circuit as other two dampers of section 7.1.

7.3.5 Cables shall be run in appropriate wireways, properly segregated to prevent EMI from other cables. Newly installed cables shall be tagged/labeled with stainless steel or aluminum cable tags at each end and on each side of a bulkhead or deck penetration.

7.3.6 Two FD-CON-2 switches shall be mounted in the SCIENTIST’S READY ROOM (1-63-2) and connected to respective damper for local control. Each switch LED indicator circuit shall be connected to indicate respective damper position. Location of switches shall be approved by cognizant NOAA Rep.

7.3.7 Both dampers shall secure when the CO2 system for the HAZMTL/PAINT LKR (1-78-4) is actuated, when the CO2 system for the SCIENTIFIC HAZMAT LKR (1-70-2) is actuated, or when respective switch is selected to “close”.

7.3.7.1 Please note Figure 4, 7, and 8 detail the pressure switch connections that will be required to ensure damper closure when the CO2 system is actuated.

7.4 All existing supply and ventilation ducting running from the HAZMAT/PAINT LKR (1-70-4) to the first set of respective dampers and from the SCIENTIFIC HAZMAT LKR (1-70-2) to the first set of respective dampers shall be removed and replaced with I.D. 100mm and A-0 rated gas tight piping suitable for use with a C02 system. Approximate lengths of piping are below.

7.4.1 All supply ducting shall be insulated on the outside of ducting.

7.4.1.1 On weather decks, insulation shall be sealed from weather with outer barrier.

7.5 Testing

7.5.1 Ducting air tightness testing shall be performed to the satisfaction of cognizant NOAA and

ABS representatives. The ducting shall be pressurized as required by ABS and tested for leaks with a soapy liquid solution.

7.5.2 Bulkhead patch installed in section 7.2.2 above shall be air tested to the satisfaction of cognizant NOAA and ABS representatives.

7.5.3 Operational testing shall be performed to demonstrate local damper operation via switches and pressure switch operation via the CO2 system.

7.6 Prepare and paint all new and modified areas in accordance with reference 2.1.3.

7.7 Red-line Reference 2.1.2 showing as-built condition and provide to COR.

7.1 Fuel oil service containment trays, all associated support brackets, and hardware shall be stainless steel; trays shall be 14 gage CRES 304 or 316, brackets shall be 3/16” CRES 304 or 316 and hardware shall be CRES 316..

7.2 The containment trays shall be welded at the seams such that the trays hold liquid without the use of caulking or other sealant. Further, the trays shall be able to hold liquid to its full capacity when installed.

7.4 All identified trays and/or supports shall be secured to existing ships sturcture with ABS approved epoxy bonded studs, Click Bond or equal, using fuel resistant adhesive, Click Bond CB200 or equal, and nylock nuts or similar. Some locations require the fabrication of a support bracket for the drip trays while other locations permit the tray to be mounted directly to the bulkhead or deck. This task shall be accomplished without welding trays to ship’s structure.

7.5 Prepare and paint all new and modified areas in accordance with reference 2.1.2.

7.6 Label piping with name and flow direction similar to existing piping.

7.7 Red-line Reference 2.1.3 showing as-built condition and provide to COR.

5.4 The ET shop computer rack shall be encompassed with hard material to protect from damaged as a result of welding spark and mechanical impact. All electronics shall be protected from dust.

5.5 Decks, cabling, piping, lighting, ducting, furnishing, and all other equipment in spaces shall be shielded from welding and mechanical damage.

5.6 All pipe and fittings shall be 304 stainless schedule 80.

5.7 All joints shall be welded except where otherwise noted in this document.

5.8 All bulkhead and deck penetrations shall be tested for air tightness

5.9 All new piping, fittings, and adjoining piping, fittings, and surfaces damaged by work shall be painted according to reference 2.1.7.

5.10 All new piping and fittings shall be adequately supported with hangers/brackets similar to existing.

6.0 QUALITY ASSURANCE REQUIREMENTS:

6.1 Upon completion of all work; deck surfaces, bulkheads, new surfaces, and any areas of disruption shall be painted/repaired.

6.2 Final installation shall be reviewed and approved by American Bureau of Shipping (ABS) in the presence of cognizant NOAA representative. ABS surveyor inspection and approval shall be paid for by NOAA. Copies of ABS approval documentation shall be provided.

6.3 All bulkhead and deck penetrations shall be air tested in accordance with ABS Steel Vessels Rules Under 90 Meters in Length 2015, Part 3, Chapter 7, Section 1.5.5 Air Testing. All tests are to be carried out in the presence of the cognizant NOAA representative and the ABS Surveyor.

6.4 Each CO2 piping system affected by this modification shall be hydro tested at 725 PSI for a minimum of one hour. ABS Surveyor(s) and cognizant NOAA representative shall be present for testing.

7.0 STATEMENT OF WORK:

7.1 ET Shop 01-47-2 / 01 Weather Deck 1/2 Inch Pipe, see Diagram 01:

7.1.1 Remove 1/2 inch galvanized CO2 pipe section and fittings from 10 inches aft of ET Shop forward bulkhead to 10 inches aft of ET Shop aft bulkhead (located on weather deck).

Approximate measured length of pipe run is 215 inches.

7.1.2 Replace piping and fittings of this section with 1/2 inch 304 stainless schedule 80.

7.1.3 Forward end of new piping shall be welded to existing piping at forward end, and aft end shall be joined to existing piping aft of ET Shop bulkhead on weather deck with threaded coupling.

7.1.4 Existing aft bulkhead penetration gasket shall be replaced with new.

7.2 CO2 Room 01-43-2, 2 Inch Pipe, see Diagram 02:

7.2.1 Remove 2 inch CO2 galvanized pipe section. Approximate measured length of pipe run is 8 inches.

7.2.2 Replace deck penetration and insert new sleeve. Sleeve shall be sealed to deck and pipe with continuous weld.

7.2.3 Replace piping and fittings of this section with 2 inch 304 stainless schedule 80.

7.3 CO2 Room 01-43-2, 1-1/4 Inch Pipe, see Diagram 03:

7.3.1 Remove 1-1/4 inch CO2 galvanized pipe section. Approximate measured length of pipe run is 7 inches.

7.3.2 Replace deck penetration and insert new sleeve. Sleeve shall be sealed to deck and pipe with continuous weld.

7.3.3 Replace piping and fittings of this section with 1-1/4 inch 304 stainless schedule 80.

7.3.4 New section shall be joined to existing 45 deg fitting at top end (threaded joint is permissible) and extend through deck penetration sleeve. Bottom end shall be welded to new pipe of section 7.5

7.4 CO2 Room 01-43-2, 1/2 Inch Pipe, see Diagram 04:

7.4.1 Remove 1/2 inch CO2 galvanized pipe section. Approximate measured length of pipe run is 7 inches.

7.4.2 Replace deck penetration and insert new sleeve. Sleeve shall be sealed to deck and pipe with continuous weld.

7.4.3 Replace piping and fittings of this section with 1/2 inch 304 stainless schedule 80.

7.4.4 New section shall be joined to existing 45 deg fitting at top end (threaded joint is permissible) and extend through deck penetration sleeve. Bottom end shall be welded to new pipe of section 7.7

7.5 Acoustic / Computer Lab 1-38-2, 1-1/4 Inch Pipe, see Diagram 05:

7.5.1 Remove 1-1/4 inch CO2 galvanized pipe section. Approximate measured length of pipe run is 355 inches (does not include fittings).

7.5.2 Replace deck penetration and insert new sleeve. Sleeve shall be sealed to deck and pipe with continuous weld.

7.5.3 Replace piping and fittings of this section with 1-1/4 inch 304 stainless schedule 80.

7.5.4 Top end of section shall be welded to pipe end of section 7.3

7.5.5 Bottom end shall extend through deck penetration sleeve. End shall be welded to new pipe of section 7.11

7.5.6 Note, the joiner bulkhead in way of the last vertical section of this piping shall be disassembled. Adjacent cabinetry and other shipboard interferences shall also be disassembled where required.

7.6 Acoustic / Computer Lab 1-38-2, 2 Inch Pipe, see Diagram 06:

7.6.1 Remove 2 inch CO2 galvanized pipe section. Approximate measured length of pipe run is

337 inches (does not include fittings).

7.6.2 Replace deck penetration and insert new sleeve. Sleeve shall be sealed to deck and pipe with continuous weld.

7.6.6 Note, the joiner bulkhead in way of the last vertical section of this piping shall be disassembled. Adjacent cabinetry and other shipboard interferences shall also be disassembled where required.

7.7 Acoustic / Computer Lab 1-38-2, 1/2 Inch Pipe, see Diagram 07:

7.7.2 Replace bulkhead penetration and insert new sleeve. Sleeve shall be sealed to bulkhead and pipe with continuous weld.

7.7.4 Top end of section shall be welded to pipe end of section 7.4

7.8 Main Deck Passage Way, 1-36-0, 1/2 Inch Pipe, see Diagram 08:

7.8.2 Replace bulkhead penetration at aft end above water tight door and insert new sleeve.

7.8.4 Forward end of section shall be welded to pipe end of section 7.7

7.8.5 The aft end shall extend through bulkhead penetration sleeve approximately 12 inches and be joined to existing piping with threaded fitting.

7.9 Ready Room, 1-70-4 1/2 Inch Pipe, see Pictures 1 & 2:

7.9.1 Remove 1/2 inch CO2 galvanized pipe section. Approximate measured length of pipe run is 20 inches (does not include fittings).

7.9.2 Replace bulkhead penetrations and insert new sleeves. Sleeves shall be sealed to bulkheads and pipes with continuous welds.

7.9.3 Replace piping and fittings of this section with 1/2 inch 304 stainless schedule 80.

7.9.4 The inboard end shall extend through the bulkhead penetration sleeve and be welded to new pipe of section 7.12

7.9.5 The aft end shall extend through the bulkhead penetration and be joined to existing pipe with threaded fitting.

7.10 Scientist’s Ready Room, 1-63-2 1/2 Inch Pipe, see Picture 3:

7.11.2 Replace deck penetration and insert new sleeve. Sleeve shall be sealed to deck and pipe with continuous weld.

7.11.3 Replace piping and fittings of this section with 1-1/4 inch 304 stainless schedule 80.

7.11.4 Top end shall be welded to pipe section of section 7.5

7.11.5 Bottom end shall extend through deck penetration sleeve and be joined with threaded fitting to existing pipe in the Domestic Equipment Room 3-29-0.

7.11.6 Note, this section of pipe runs behind a joiner bulkhead which is accessible via an access door.

7.12 Main Deck Passage Way, Aft of Water Tight Door 1-65-0, 1/2 Inch Pipe, see Picture 5:

7.12.1 Remove 1/2 inch CO2 galvanized pipe section. Approximate measured length of pipe run is 50 inches (does not include fittings).

7.12.2 Replace piping and fittings of this section with 1/2 inch 304 stainless schedule 80.

7.12.3 Port side shall be welded to pipe section of section 7.9

7.12.4 Starboard side shall be welded to pipe section of section 7.10.

7.13 All protective material shall be removed and disposed by contractor at completion of work.

7.14 All piping and fittings removed by this work task shall be removed and disposed by contractor at completion of work.

7.15 All joinery, furniture, and other items affected by this task shall be placed back into original configuration and condition at completion of work.

7.16 Damaged bulkhead and deck insulation shall be repaired or replaced in kind.

7.17 Testing (All impacted system piping and penetrations)

7.17.1 Each CO2 piping system identified above shall be hydro tested at 725 PSI for a minimum of one hour. ABS Surveyor(s) and cognizant NOAA representative shall be present for testing.

7.17.2 Each piping section tested as part of 7.17.1 shall be evacuated of liquid and thoroughly dried after testing.

7.17.3 All bulkhead and deck penetrations shall be air tested in accordance with ABS Steel Vessels Rules Under 90 Meters in Length, Part 3, Chapter 7, Section 1.5.5 Air Testing. All tests are to be carried out in the presence of the cognizant NOAA representative and the ABS Surveyor.

Requirements (GTRs) to determine applicability to this Work Item. In performance of this Work Item, the contractor and all subcontractors regardless of tier must comply with the requirements of all applicable GTRs.

5.2 The contractor and all subcontractors, regardless of tier, are advised to review other work items under this contract to determine their effect on the work required under this work item.

6.0 QUALITY ASSURANCE REQUIREMENTS:

6.1 Upon completion of all work; deck surfaces, bulkheads, new surfaces, and any areas of disruption shall be painted/repaired.

7.0 STATEMENT OF WORK:

7.1 The manhole at 01-58-2 provides access to a 2’ wide platform for the engine room uptake (4-49-0).

Three tiers of lifelines and removable stanchions shall be installed along the aft edge of this platform.

The lifelines shall span approximately 16 feet from the inboard to the outboard bulkhead of the stack -see Figure 1 – Location of Removable Stanchions and Lifelines. The materials, arrangement and details of the lifeline and removable stanchion installation shall be similar to Detail 15-C of reference 2.1.3; Reference 2.1.4 shall be used for guidance.

7.2 Upon completion of the lifeline and removable stanchion installation, the attending ABS surveyor shall inspect installation for compliance.
