STRUCTURAL SAFETY MODIFICATIONS

FOREWORD

Work is located at Snake Creek Pumping Plant No. 1 approximately 6 miles northwest of Coleharbor, North Dakota, in McLean County.

The principal components of work to be performed under these specifications include the following:

A. Visitor Gallery:

1. Remove and relocate existing HVAC ductwork and vent for visitor gallery ceiling access location. Fabricate new ductwork transition and connect to existing HVAC ductwork sections.

2. Furnish and install metal ladder, grating, guardrails, platform, and braces for visitor gallery ceiling access.

3. Removal and disposal of asbestos containing ceiling tiles at visitor gallery ceiling.

B. Observation Room Ceiling:

1. Remove and dispose of existing steel flooring, guardrail, joists, lighting, and hatch from observation room ceiling access location.

2. Removal and disposal of asbestos containing materials, including tiles in adjacent room, stored tiles, gaskets, and wire.

3. Modify existing HVAC ductwork for observation room ceiling.

C. Discharge Pipe Platforms:

1. Furnish and install metal stair, guardrail, handrail, platform, grating, and bracing for three

(3) discharge pipe manhole access locations.

D. Gate Hoist Platforms:

1. Remove, disassemble, and dispose of three (3) existing platforms, ladders, and oil reservoir stands.

2. Remove and reinstall three (3) existing oil reservoirs.

3. Furnish and install metal ladder, guardrails, platform, floor plates, safety gates, and bracing for three (3) gate hoist platforms.

4. Furnish and install oil reservoir stand for three (3) gate hoist platforms.

Coordinate oil transfer or filling, to holding tanks and provide oil spill prevention measures.

E. Crane Rail Fall Restraint System:

1. Furnish and install a fall restraint safety cable system for west crane rail access location.

2. Remove existing cable system.

PROPOSAL CLOSING DATE:

METHOD OF SUBMISSION OF PROPOSALS:

See Section L of this Solicitation.

TYPE OF CONTRACT:

This requirement is solicited as an “Invitation for Bids” (IFB) using Federal Acquisition Regulation Part 14, Sealed Bidding. Results from this solicitation will be an anticipated award of a Firm Fixed Price Contract.

COMPETITION REQUIREMENTS:

This acquisition is restricted to Total Small Businesses.

RECLAMATION SAFETY AND HEALTH STANDARDS (2014 EDITION):

For information regarding the Bureau of Reclamation’s publication “RECLAMATION SAFETY AND HEALTH STANDARDS” (2014 Edition): http://www.usbr.gov/ssle/safety/RSHS/rshs.html) which is applicable to work under this contract. See Clause “WBR 1452.223-81 SAFETY AND HEALTH.

PRE-BID ORGANIZED SITE VISIT:

A pre-bid organized site visit will be held August 10, 2017 at 10:00 AM, (Coleharbor, ND Timezone), by meeting at Reclamation's Snake Creek Pumping Plant located at 1401 Hwy 83 NW, Coleharbor, North Dakota. Prospective Offerors should make arrangements by contacting Mr. Scott Jacobson at Telephone Number (701)221-1215. Attendees are to provide and wear safety boots, hard hats and safety vests.

SAM:

Effective July 29, 2012, any contractor interested in doing business with the Government must register in the system for award management (SAM) database prior to award of a contract or agreement. SAM is a Federal Government owned and operated FREE website that consolidates the Central Contractor Registration (CCR), the Online Representations and Certifications Application (ORCA), and the excluded parties list system (EPLS). The vendor’s DUNS and Bradstreet number and banking information are required for registration. Contractors may obtain information on registration and annual confirmation requirements via the SAM website at https:// www.sam.gov/portal/public/sam or by the Federal Service Desk at telephone number 1-866-606-8220.

PAYMENTS:

Payment requests for the anticipated contract must be submitted electronically through the U.S.

Department of the Treasury’s Internet Payment Platform (IPP) System. The IPP website is https:// www.ipp.gov. The contractor must use the IPP website to register, access, and use IPP for submitting requests for payment. Contractor assistance with enrollment can be obtained by contacting the IPP production helpdesk via email at ippgroup@bos.frb.org or at telephone number 1-866-973-3131. If the contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the contractor must submit a waiver request in writing to the contracting officer with their proposal.

3.01 CLEANING

3.02 RESTORATION

A. After completion of work, regrade and scarify Government land used for construction purposes and not required for completed installation so that surfaces blend with natural terrain and are in a condition that will facilitate revegetation, provide proper drainage, and prevent erosion.

c. Concurrent days of excess review time resulting from review of 2 or more separate submittals or resubmittals will be counted only once in extending contract completion date.

2. No time extension will be allowed if Contractor fails to make complete action submittals in sequence and within time periods specified.

3. Adjustment for delay will be made only to extent that:

a. Approval was required under contract,

b. Requests for approval were properly and timely submitted and were approved.
