AMENDMENT 2
CHANGES TO PWS
Removed task to address chilled water pump seal leaks.
Added additional detail to “System Description” section.
Added upper limit to number of air registers to be added or relocated (section 3.01.A.1).
Added requirement to furnish and install calibrated balance valves to allow proper balancing of cooling water system (section 3.01.A.4).
Added/revised requirement for HMI – we actually need an additional HMI as the current one cannot support the additional inputs needed.
Removed requirement for connecting automatic drain valves into HMI.
Removed requirement for replacing expansion tank.
Clarified where manual drain valves are to be installed.
Removed requirement to install a booster pump to improve cooling on second floor.
Removed requirement to install modifications to improve heating controls.

The period of performance on the solicitation also needed to be revised – need to allow 2 months to perform the work.
Q & A Q: When is the due-date for bids?
A: The due date for quotes is still 07/26/17, 12 pm MST
Q: When will the work performance period be?
A: Performance should start approximately 30 days ARO with 2 months to complete work.
Q: When do you plan to publish your comments from today (site visit) into an addendum?
A: Amendment 2 with updated PWS and Q&A will be posted ASAP; all questions/comments have been incorporated into revised PWS.
Q: Do you replace the entire CHW pump or just the pump seals – 2 yrs? Do you know when the last time the pump was replaced?
A: Just the seals. The seals were last replaced June 2017. Don’t know when the pump itself was replaced, however the requirement to address the seal leak issue was removed from the solicitation.
Q: Can you provide a higher resolution of the drawings? (current set in RFQ is a little blurry, especially mechanical schedule).

PERFORMANCE WORK STATEMENT

Eastern Colorado Area Office Phase II HVAC Upgrades
PART 1 SCOPE
1.01 OBJECTIVE
A. The objective of this contract is to acquire contractor services to complete required HVAC system upgrades at the Bureau of Reclamation’s Eastern Colorado Area Office
(ECAO).
1.02 BACKGROUND
A. The Bureau of Reclamation (Government) previously completed upgrades to the HVAC system at ECAO, however further upgrades are required as outlined in this document.
1.03 PERIOD OF PERFORMANCE
A. Performance period is the time required to complete the tasks outlined in PART 3.
1.04 PLACE OF PERFORMANCE
A. All work will take place at the Eastern Colorado Area Office located at:
11056 West County Road 18E Loveland, CO 80537
1.05 SYSTEM DESCRIPTION
A. Major equipment consists of:
1. 50 ton chiller, two-stage (Carrier R-22 m/n: 30HK-050-D-611 s/n: 2801Q00606) including associated pumps, valves, temperature and pressure sensors.
2. Supply of cooling water from Flatiron Power Plant with two parallel pressure regulating valves (PRV) and strainer with automatic flush valve. PRVs decrease water pressure to approximately 40 psig. PRVs, strainer, and flush valve are all located in room B12 at the southeast corner of the building.
3. DDC system controllers: Solidyne sLON-1R1, sLON-3Rx, sLON-7.
a. Wall mounted temperature sensors: Solidyne sLON-WTS-3.
4. Human-Machine Interface (HMI) located in Mechanical Equipment room (B10).
5. One main Air Handling Unit, AHU-1, including chilled water cooling coils and multi-stage electric heaters NDH-8 and NDH-9 with emergency shutdown function.

6. Thirty-two (32) ceiling-mounted fan coil units (FCUs) including chilled water cooling coils and electric heaters (not all have heaters).
7. Adjustable thermostats: Eleven (11) LonWorks-interface (Solidyne model sLON- WTS-3) thermostats and twenty-one (21) non-network fan coil unit thermostats.
8. Two split-system air conditioner and external condenser units for the office communication Room B15 and server equipment Room B3.
9. Four electric cabinet heaters located in the main and northeast entryways.
10. Building make up air system including fan motors, damper actuators, temperature and pressure sensors.
B. Additional information can be found in the included attachments. On-site inspection is highly encouraged prior to proposal submittal.

PART 3 WORK REQUIREMENTS
3.01 TASKS
A. The contractor shall perform the following tasks (see attached drawings for location and identification of components):

1. Air balance all fan coil units to provide correct volumetric flow based on room/cubicle size and location. Add and/or relocate up to ten (10) registers as needed to provide correct flows.
2. Air balance AHU for Main Building.
3. Air balance make-up air units serving North Annex Building.
4. Furnish and install up to five (5) new calibrated balance valves on cooling water supply lines to FCUs as needed to achieve proper chilled water system balancing.
a. Balance valves to be Bell & Gossett “Circuit Setting Plus Calibrated Balance Valves” or equivalent.
5. Balance chilled water distribution system using both the main header balancing valves located in the Mechanical Room (B10) as well as currently installed balancing valves for local FCUs (where available) and any newly installed balancing valves (from previous task).
6. Provide direct-digital control (DDC) for all fan coil units which are not currently tied into the existing DDC system.
a. Furnish and install a new HMI along with necessary panel, wiring, and associated components.
b. Contractor to provide, install, and test any necessary wiring, actuators, controllers, thermostats and any other ancillary devices required to implement DDC system as specified.
c. Installed equipment must integrate into existing controllers and HMI.
d. New thermostats and sensors should be of at least the same capabilities as the currently installed Solidyne model sLON-WTS-3 units.
7. Properly fasten all flex ducts to diffusers in North Annex Building.
8. Install necessary components to allow manual draining of the Main AHU chilled water coils.
9. Provide necessary training to Government personnel on operation and maintenance of any new or modified equipment.
10. Provide follow-up site visits as required during the warranty period at no extra cost to ensure the contractor-installed equipment and programming is functioning properly and/or to make adjustments.

B. The submitted Work Plan (RSN-3) shall include the following at a minimum. This plan is subject to Government approval prior to proceeding with additional contractor work.
1. Based on a site inspection of the system provide a detailed description of the work to be performed, components to be replaced, components to be reused and detailed specifications of all Contractor supplied components. How each item of the scope of work is to be accomplished shall be described.
2. Schematic drawings of proposed control logic and equipment layout.
3. Proposed wire labeling plan for any necessary Contractor wiring.
4. Proposed HMI and Windows alarm, control, and system display screens.

5. Schedule of work.
6. Safety Plan and Job Hazard Analysis.
7. Plan for manual HVAC operation during controller outages.
8. Proposed schedule of controller outages and complete HVAC system outages.

10. Proposed procedure for balancing chilled water system.
C. Provide Operations and Maintenance Manuals (RSN-5) for all Contractor provided equipment and programs that as a minimum include when applicable:

2. Maintenance instructions and schedules,
3. Ladder logic or similar wiring schematics,
4. Point to point wiring diagrams,
5. Printed copies of as installed programming in ladder logic or similar format,
6. Complete manufacturer specification sheets showing part numbers, materials of construction, features and limitations, capabilities and capacities.
7. As-built-drawings of controller panels, valves, and any other Contractor provided equipment.
8. A list of control system components including control set points and normal operating conditions.
D. Provide written report as RSN-7 summarizing all work completed and noting any contractor identified system deficiencies. Report to include summary of pre and post balancing duct velocities and volumetric flow rates.
3.04 QUALIFICATIONS & CERTIFICATIONS
A. Technician(s) performing air balancing must hold a current professional certification.
PART 4 GENERAL INFORMATION AND OTHER REQUIREMENTS
4.01 SAFETY AND HEALTH REQUIREMENTS
A. It shall be the responsibility of the Contractor to adhere to the following Safety and Health Requirements:
1. Contractor personnel shall be trained and equipped to work within and comply with OSHA and Government Safety and Health (RSHS) standards. Contractor will demonstrate compliance with Government, work practices by providing a Job Hazard Analysis (JHA) for all field work conducted onsite. JHA must be
R17PS00809 ECAO Phase II HVAC Upgrades submitted and approved by COR prior to commencing work at the Area office.

2. Contractor shall provide a written safety plan as RSN-4 along with their work plan. At a minimum, the general safety plan shall describe in detail how RSHS will be complied with.
3. Contractor shall provide PPE for workers, and shall utilize a personal protective equipment program consistent with the OSHA Standards and Government Safety and Health Standards (RSHS). Such PPE shall include but is not limited to: steel toed boots, eye protection, hearing protection, head protection if applicable.
Personal protective equipment shall meet the applicable OSHA, ANSI, NIOSH and Government Safety and Health standards.
4. The Contractor shall not require or permit any employee conducting performance under the anticipated contract to engage in work under conditions which are unsanitary, hazardous, or dangerous to employee’s health or safety.
5. The contractor is responsible for ensuring that each employee observes all health and safety regulations and compliance with instructions issued to them by the Contracting Office (CO) or their designated representative (COR).
4.02 CONTRACTOR REQUIREMENTS
A. Throughout the life of this contract, the contractor is encouraged to continuously seek ways to incorporate innovative and emerging technologies that, in the most economic and efficient manner, improve mission performance.
B. Only authorized Contractor employees shall be permitted in the facilities. A list of all Contractor employees, vehicles, and equipment to be utilized on-site, in accordance with GP-7, “Site Security,” will need to be submitted at least 10 days prior to arriving at the worksite. Government will not require the Contractor to obtain federal PIV clearances.
The Contractor will be escorted at all times while on Government property.
C. The Contractor shall furnish qualified, experienced, drug-free, and safety-oriented personnel to perform the services under this contract. Employees shall promptly correct unsafe working conditions or report them to the CO, COR or other proper authority.
Employees shall report all accidents or injuries. Fire prevention shall be exercised at all times by the Contractor and/or his/her employees. All combustible material shall be used and stored in a safe manner. The Contractor shall report any fire hazards to the Government representative in charge of the building and, if possible, correct them. In the event of a fire, the Contractor shall call Larimer County Emergency number (911) to report the fire and notify the Government representative in charge (970-962-4205).
1. The Contractor shall test all equipment to be used on the anticipated contract and provide documentation supporting all instruments have up-to-date and valid calibration.
2. Contractor shall be expected to return office area to as-found condition in the event of water leakage, insulation debris, or ceiling tile debris during service.

3. Contractor must give notice at least one business day prior to arriving on site.
4.03 ADMINISTRATIVE REQUIREMENTS
A. HVAC System Outage Limitations:
1. Contractor shall provide for manual control, by Government staff, of main building air handling unit, AHU-1, including 50-ton carrier chiller, chilled water cooling coils and multi-stage electric heaters NDH-8 and NDH-9 during controller outages greater than four consecutive hours.
2. The complete HVAC system may not be taken out of service for more than two consecutive hours if the National Weather Service predicted temperature for Loveland, Colorado during the outage is predicted to fall below 40 degrees Fahrenheit or rise above 80 degrees Fahrenheit.
3. Otherwise, the complete HVAC system may not be taken out of service for more than ten consecutive hours.
B. On-site work shall be performed between the hours of 6:30 a.m. and 4:00 p.m. on weekdays, holidays excepted. However, the above hours may be flexible at the discretion of the Contracting Officer (CO) or their designated representative (COR). Only authorized Contractor employees shall be permitted in the facilities.
C. Contractor to furnish and install all equipment necessary to accomplish the Scope of Work so that all control systems and new valve and pipe components function properly.
Include in bid price specifically listed equipment and software and any ancillary materials and supplies not otherwise listed, but necessary to complete the work.
D. For the controllers and associated software provided by the contractor, there must currently exist at least two (2) factory or manufacturer authorized representatives that can provide, during normal working hours, service truck response times of less than four (4) hours to 11056 West County Road 18E, Loveland, CO 80537.
4.04 WARRANTY
A. Provide a two year warranty to cover parts and associated labor required to correct the following conditions.
1. The control system does not function properly as a result of defects in Contractor installed equipment or programming.
2. The control system does not function properly as a result of defects in existing control equipment reused by the Contractor, excluding breaks in wiring.

B. The Government will furnish where and if required, lights, power and water from established fixtures and regular outlets in the building. Storage space shall be provided by the Government for equipment and materials necessary to fulfill this contract. The Government will not be responsible for the loss of or damage to Contractor property while in storage on Government premises. All equipment used in the performance of the contract shall be of the type and durability used by professional consulting and engineering services firms.
C. Offerors are urged to inspect the site where services are to be performed, and to satisfy themselves regarding all general and local conditions that may affect the cost of contract performance. Prospective offerors may participate in organized site visit (see section 1.05B). Intent to participate in organized site visit must be provided to Area office contact person no later than one week prior to date of site visit. In no event shall failure to inspect the site constitute grounds for a claim after contract award.
D. A post award conference will be held at the Area office within 10 calendar days after award of contract, and prior to beginning of any work, at a time mutually agreeable to the Contractor and the CO or their designated COR. The purpose will be to review the contract, the work to be performed, established Safety Requirements and procedures and to clarify work areas.

1. In addition, the Contractor will be required to submit the following documents to the COR at the post award conference:
2. List of all employees who will be working on the contract;
3. List of all vehicles and equipment to be used on the contract;
4. Job Hazard Analysis (JHA) for field work on-site at the Eastern Colorado Area office;
5. Safety Plan
E. The Contractor shall be liable for any loss or damage to Government property while in his/her possession, and shall be responsible for any damage to Government buildings or equipment occurring as a result of performance of the contract. It is understood that in the performance of the contract, the Contractor is an independent Contractor, and not an agent or employee of the United States. The Contractor shall indemnify, save, and keep harmless, the Government against any or all loss, cost, damage, claim, expense, or liability whatsoever, because of accident or injury to persons or property of others occurring in connection with operations under the contract. The Contractor agrees to comply with the workmen's compensation law of the state of Colorado, and secure public liability insurance with companies satisfactory to the Bureau of Government.
