Solicitation Number: R17PS00184 Notice of Sole Source Intent The Bureau of Reclamation, Denver Office intends to award a contract for PLAXIS 2D Suite Licensing, maintenance and professional services for the Geotechnical Engineering Group. Reclamation has found PLAXIS Americas LLC to be the only source to successfully provide the services for this contract action due to PLAXIS Americas LLC ownership, and proprietary rights to the software.

The resulting contract will be for a 12 month base period and include membership to maintenance and software updates.

Since Reclamation believes that only one responsible source can fully provide the services that will satisfy the agency’s requirements, a Justification for Other Than Full and Open Competition is being processed.

The Government anticipates award announcement on or around January 20, 2017; services to begin February 1, 2017. Vendors that have questions regarding the sole source nature of the requirement or vendors that believe they can fully provide the required services are encouraged to identify themselves and give written notification to the Contracting Officer. In order to allow for sufficient Government consideration and potential quote evaluations, vendors must submit their written Letter of Interest no later than January 13, 2017. Responses received after January 13, 2017, may not be considered by the Government.

Responses to this notice must be mailed to the Bureau of Reclamation, Denver Federal Center, Building 67, Mail Code 84-27810, Attn: Robert Bolinger, Denver, CO 80225, faxed to 303-445-6345 Attn: Robert Bolinger, or emailed to rbolinger@usbr.gov. Due to the system limitation of FBMS, no responses can be sent from FedBizOpps or FedConnect during this time; be sure to send any responses directly to the address, fax, or email above.

All responses should include the vendor’s Duns and Bradstreet (DUNS) Number and Tax Identification Number (TIN). Vendors should additionally identify themselves as either a “small business” or an “other than small business” under the North American Industry Classification System (NAICS) Code 511210. The applicable Small Business Size Standard is $38.5 million.

A determination by the Government not to complete this proposed action based on the responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether or not to conduct a competitive procurement.

Any contractor interested in doing business with the Federal Government must register in the System for Award Management database prior to award of a contract or agreement. SAM is a Federal Government owned and operated FREE website at www.SAM.gov.
