1. DESCRIPTION OF SERVICES. The Contractor shall provide all management, tools, supplies, equipment, and labor necessary to inspect, maintain and repair the elevator at Canyon Ferry Dam in a manner that will ensure continuous and safe operation. The elevator is primarily for the use of Reclamation personnel to transport equipment, and on occasion, may be used by visitors. The elevator was replaced in 2015/2016 with a gearless traction passenger elevator along with the controls and doors. The elevator has a travel distance of 150 feet with six stops.

The elevator has 2500 pounds full load capacity and travel speed is 350 feet per minute.

1.1. MAINTENANCE SERVICES. Contractor shall perform all monthly, quarterly, semi-annual, and annual inspection and preventive maintenance items identified in FIST Volume 2-10, Appendix B. Weekly inspection and maintenance outlined in FIST 2-10 Appendix B will be performed by Reclamation personnel. Contractor will also conduct full load testing as periodicity or condition requires. All inspections shall be performed in accordance with FIST Volume 2-10 and the current edition of ASME A17.1, ASME A17.2 and all subsequent updates. Deficiencies discovered during testing shall be corrected as part of the test. A copy of Facility Instructions Standards and Techniques (FIST) 2-10 will be provided to the successful bidder. It is also included as Appendix A of this statement of work. A copy can be downloaded at http://www.usbr.gov/power/data/fist/fist2_10/fist2-10.pdf The contractor shall perform preventive maintenance during each monthly inspection to ensure reliable and continuous safe operation. The maintenance work shall be in accordance with commercial practices or manufacturer’s specifications, if available, and shall be intended to maintain the elevator in safe and reliable operating condition until the next scheduled maintenance.

1.1.2. The contractor shall prepare and submit a written report within ten business days of the monthly inspection. The report shall identify maintenance work performed, repairs needed, date of inspection, name of inspector, and overall condition of the elevator. If repairs require work considered over and above routine maintenance work, the contractor shall notify the Government Contracting Officer for appropriate decision and action. The contractor shall complete the checklist provided in Appendix B of this statement of work which corresponds to the service interval being performed (i.e. monthly, quarterly, semi-annual, or annual). Copies of completed checklists shall be submitted to the Power Plant Supervisor or Contracting Officer’s Representative within five business days of each completed inspection or maintenance.

1.1.3. Contractor shall maintain a work log listing required maintenance actions, time intervals, and notations indicating the work done. Log book shall be located in the machine room where it can be accessed by Reclamation personnel.

1.2. REPAIR SERVICE CALLS.

1.2.1. Routine Calls. Service calls will be classified as routine when the work does not qualify as an emergency call. The contractor shall respond to and begin work on routine service calls within 24 hours after receipt of the call. Routine service call work will normally be performed during the government’s regular working hours. The contracting officer or his designated representative will notify the contractor of repairs to be made from the inspection report or service call. The contractor shall report to the work location, survey the repair, and provide to the contracting officer an estimated time to repair and cost of repairs not covered in the basic service contract. The contractor shall commence repair work after notification from the contracting officer. All repair work shall be in accordance with normal commercial practices using parts specified by the elevator manufacturer or items of equal or better quality. Downtime of the elevator will be kept to an absolute minimum. The contractor must notify the customer of all projected downtime and estimated time for repair. The contractor shall prepare and submit a written report within 7 business days after the routine repairs are completed. The report shall include the date and time of the service call, the location of the elevator, the repairs performed, and the name of the technician performing the repairs.

1.2.2. Emergency Calls. Service calls will be classified as emergency when system failures constitute a danger to personnel, threaten to damage property, or threaten to disrupt activity operations or mission. Examples include personnel “trapped” inside an elevator, a fire or electrical defect which could cause fire or shock. For emergency service calls, the contractor shall provide a mechanic at the site and on the job ready to service the elevator within 2 hours during normal working hours, and within 4 hours at all other times, 24 hours a day, seven days a week. After beginning work, the contractor shall work continuously until the emergency situation is arrested. After arresting the emergency condition, any remaining work required to restoring safe, continuous and reliable equipment operation shall be performed as a routine service call. The contractor shall prepare and submit a written report within 7 business days after the emergency repair. The report shall include the date and time of the service call, the location of the elevator, the repairs performed, and the name of the technician performing the repairs.

If the work is found to be defective or nonconforming in any material respect due to the fault of the Contractor or its subcontractors, the Contractor shall defray the expenses of the examination and of satisfactory reconstruction. However, if the work is found to meet contract requirements, the Contracting Officer shall make an equitable adjustment for the additional services involved in the examination and reconstruction, including, if completion of the work was thereby delayed, an extension of time.

(i) Unless otherwise specified in the contract, the Government shall accept, as promptly as practicable after completion and inspection, all work required by the contract or that portion of the work the Contracting Officer determines can be accepted separately.
